Blankinship, a Bowman Company is pleased to submit the proposed scope of work to provide On-Call Water Quality Regulatory Permitting and Consulting to the City of Lake Elsinore. Our team of experienced environmental scientists looks forward to continuing to support the City’s ongoing efforts to protect, manage, and enhance its natural resources.
Our team has unparalleled experience with the management of aquatic resources, including permitting and negotiations with State and Regional Water Quality Control Boards, regulatory compliance, and water quality support.
Scope of Work
The primary objectives of our on-call scope include:
• Providing environmental consulting services to assist the City in managing regulatory compliance and environmental stewardship.
• Conducting as-needed water quality monitoring to evaluate NPDES permit compliance.
• Lead or assist in developing regulatory permitting strategies and documents to improving water quality and overall lake conditions.
• Providing consulting on nutrient attenuation, NPDES Aquatic Weed Permit (2013- 0002-DWQ), management of algae and/or Harmful Algae Blooms (HABs), regulatory constraints and/or opportunities.
• Preparing monitoring reports to support regulatory compliance for the City.
