Dear Mr. Tagai,
We thank you for your consideration of this amendment request to provide continued professional services to the City of Lake Elsinore (the “Client” or “City”) for the Murrieta Creek Trail project “the Project”.

Project Understanding
CR Associates (“CRA”) and the City of Lake Elsinore entered into an Agreement for Professional Services for the Project on September 30, 2022 which will be amended to perform the following scope of services.

Through collaboration with City staff during the development of the PS&E, the Project will require the following amended services.

Additional Scope of Services
Task 5 Right-of-Way Support
Task 5.4 – Offer Package Preparation and Property Rights Acquisition/Negotiations The CRA team will prepare Just Compensation documents and perform coordination as required due to the change in ownership for parcels 370-120-063 and 371-100-020, respectively.

Deliverables: Just Compensation document (.pdf)
Task 6 Environmental Support
Task 6.12 – Crotch’s Bumble Bee Habitat Assessment
The CRA team will conduct a habitat assessment for the Crotch’s bumble bee ( Bombus crotchii ), via vegetation mapping using the Manual of California Vegetation communities. The habitat assessment will be conducted to identify areas with the highest concentration of floral resources within the impact area.

The habitat assessment is assumed to be completed in a single day.

Following the habitat assessment, the CRA team will prepare a Habitat Mapping Report documenting the baseline habitat and species composition, as well as a map and GIS files of the habitat mapping. This task assumes one (1) round of minor revisions from the City prior to submittal to the California Department of Fish and Wildlife (CDFW) and one (1) round of minor revisions and comments from CDFW. If additional rounds of comments or substantial revisions are requested, additional authorization may be required. The report will be submitted electronically to CDFW no less than 120 days prior to initiation of activities within CDFW jurisdiction.
2 If the habitat assessment identifies the presence of suitable habitat, the CRA team will prepare and submit a survey plan for Crotch’s bumble bee to CDFW for review and comment. Prior to preparation of the draft survey plan, the CRA team will submit the name and qualifications of the proposed qualified biologist(s) to CDFW for approval.

The survey plan will identify the timing, number, and duration of survey efforts, and procedures to follow, should Crotch’s bumble bee be detected within the project area. This task assumes one (1) round of minor revisions and comments from CDFW. If additional rounds of comments or substantial revisions are requested, additional authorization may be required. The plan will be submitted electronically to CDFW no less than 90 days prior to initiation of activities within CDFW jurisdiction.

If the habitat assessment identifies the presence of suitable habitat, the CRA team will complete protocol- level surveys of the impact area for the Crotch’s bumble bee following the Rusty Patched bumble bee survey guidelines issued by U.S. Fish and Wildlife, titled Survey Protocols for the Rusty Patched Bumble Bee ( Bombus affinis ) and dated April 12, 2019, as required by the project Streambed Alteration Agreement.
the CRA team will conduct four (4) field surveys of the impact areas during the appropriate season, between February 1 and October 31. Each survey will be spaced between two (2) and four (4) weeks apart.

Bumble bee species observed during the survey will be identified but will not be captured or handled to avoid potential take. If a Crotch’s bumble bee is detected or suspected, the location and observation details will be documented, including photographs. Dr. Douglas Yanega, University of California, Riverside bumble bee expert, will confirm species identification for non-capture photos as a subconsultant to the CRA team. Each survey is assumed to be completed in a single day. A stand-alone report of findings will be prepared to document the survey effort. This task assumes one (1) round of minor revisions and comments from CDFW. If additional rounds of comments or substantial revisions are requested, additional authorization may be required. This task does not include collecting additional information or revising survey methods, if requested by CDFW. The survey results report will be submitted electronically to CDFW within 30 days of completion of the survey efforts and no less than 30 days prior to initiation of activities within CDFW jurisdiction.
