Subject:Amendment No. 1 to the Professional Services Agreement with Chen Ryan Associates for the Murrieta Creek Multi-use Trail Project Recommendation
Approve and authorize the City Manager to execute Amendment No. 1 to the Professional Services Agreement with Chen Ryan Associates in the amount of $35,700.00 plus a 10% contingency for additional services to complete additional environmental surveys, bid support, and right of way services for the Murrieta Creek Multi-use Trail Project for a total contract amount not to exceed $601,643.83, in such final form as approved by City Attorney.
Background
The Murrieta Creek Trail is a multi-jurisdiction, active transportation trail that is consistent with the City’s General Plan and Eastlake Specific Plan adopted in 2017. The proposed Murrieta Creek Multi-Use Trail would extend between Skylark Drive and the Lake Levee Trail. The City is under contract with Chen Ryan Associates (CRA) to prepare the Plans, Specifications, and Estimate (PS&E) and right of way phases for the project.
Discussion
The following are tasks warranted in the additional scope:
•Crotch’s Bumble Bee Habitat Assessment – Conduct habitat assessment for Crotch’s bumble bee (Bombus crotchii) to identify areas with the highest concentration of floral resources with impact area. Preparation of Habitat Mapping and GIS habitat mapping for California Department of Fish and Wildlife review and approval.
Chen Ryan Associates Amendment No. 1 - MCT
•Right of way support – Due to unforeseen changes in ownership for two parcel acquisitions, additional efforts are required to prepare documentation and coordinate with property owners.
•Bid and construction support – Support the City during the bid period and prepare record drawings at the conclusion of construction.
Fiscal Impact
The additional professional services have been programmed in the CIP.
