Subject:Public Works Construction Agreement with Edmondson Construction Co. for the Parking Lot Curb & Gutter Site Improvement of the New City Library (CIP Project #Z20003)
Recommendation
Award and authorize the City Manager to execute a Public Works Construction Agreement with Edmondson Construction Co. in an amount not to exceed $72,500.00 for the parking lot curb & gutter site improvement of the new City Library (CIP Project #Z20003) in such final form as approved by the City Attorney; authorize the City Manager to execute change orders not exceeding a 10% contingency of $7,250.00 for uncertainties and adjustments; and authorize the City Clerk to record the Notice of Completion once work is completed.
Background
On June 25, 2024, the City Council awarded a professional services agreement to design and develop construction documents for the new City Library. Following completing these construction documents and working closely with the utility companies, the City has graded the library parking lot. It is ready to construct the parking lot curb & gutter.

Discussion
The parking lot construction aims to enhance the infrastructure, ensuring the parking lot is well- equipped to handle increased vehicular traffic through drive approach areas from West Summer Avenue and North Spring Street. Moreover, the parking lot will have adequate lighting for safety and visibility. Construction of the parking lot curb & gutter will begin immediately and will be performed simultaneously with the library site improvements. In this construction agreement, the key elements will include the following construction items:
•Construct A-6 Curb & gutter (951 Square Feet
•4" PCC Sidewalk (760 Square Feet)
•City Drive Approach 118A (470 Square Feet)
•City Drive Approach 118B (500 Square Feet)
•Demo Existing C&G & Drive Approach (2 Each)
Staff solicited proposals from three contractors capable of performing the curb & gutter construction for the parking lot. Each contractor was briefed on the entire scope of work and performed a thorough site visit to assess better the above construction items related to the site.
Listed below are the submitted proposals for the building demolition:

After the curb & gutter, the parking lot will be ready to receive underground utilities for lighting, road base/asphalt pavement, and striping.
Fiscal Impact
Funding costs are included in the Fiscal Year 24/25 – 28/29 Capital Improvement Plan (CIP) budget, CIP Project #Z20003.
