Subject:Construction Agreement with Leonida Builders, Inc. for the CDBG and SB 821 Lakeshore Drive ADA Sidewalk Improvement Project (CDBG No.
2.LE.84-22, CIP Project No. Z10084)
Recommendation
Approve and authorize the City Manager to execute a Public Works Construction Agreement with Leonida Builders, Inc. in the amount of $1,199,700.00 for the CDBG and SB 821 Lakeshore Drive ADA Sidewalk Improvement Project (CDBG No. 2.LE.84-22 CIP Project No. Z10084) in such final form as approved by the City Attorney; authorize the City Manager to execute change orders not to exceed 10% contingency amount of $119,970.00; and authorize the City Clerk to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City-maintained pedestrian network.
Background
This project will include nearly one mile of new sidewalks, curb & gutter, and ADA ramps. The project is on Lakeshore Drive, with the west limit being the Lake Elsinore Senior Activity Center and the east limit being Elm Street.
The project was advertised on January 6, 2025.
Discussion
Contractor Bids were secured via the city’s electronic bidding portal PlanetBids on February 5, 2025, at 2:00 PM, and results were made publicly visible. The City received six (6) bids from qualified contractors. Staff recommends awarding the project to the apparent qualified low bidder Leonida Builders, Inc. The bid results are summarized below:

Fiscal Impact
