Subject:Purchase of three (3) BMW R1300 RT-P Authority Motorcycles from BMW Motorcycles of Riverside
Recommendation
1. Approve and authorize the City Manager to execute a purchase agreement for three (3) BMW R1300 RT-P Motorcycles in the total amount of $144,811.92 from BMW Motorcycles of Riverside and Long Beach with an additional 10% contingency due to market conditions; and
2. Waive the formal bidding process per Municipal Code Section 3.08.070(G) for the purchase of the three (3) BMW R1300 RT-P Motorcycles because of the service, maintenance, and warranty work agreements on all of the City’s motorcycle units between the City and BMW Motorcycles of Riverside and Long Beach.
Background
The purchase of these motorcycles are alike replacements – a BMW R1300 RT-P motorcycle – for two (2) units that have been full depreciated and one (1) unit that has been sold to the City of Wildomar. The motorcycles are needed to replace older motorcycles that have exceeded the serviceable operational life and present limited repairable safety concerns. Like many public safety motor units, these motorcycles are routinely driven at excessive operational limits in the day-to-day public safety functions. To maintain high levels of officer safety, fleet readiness, and individual motor unit maintenance, it is necessary to maintain consistency throughout the acquisition and service life of the motorcycle units.

Discussion
Due to supply chain disruptions, the motorcycles are not available for pricing or delivery. Because of this, staff are using the pricing from the prior purchase of a 2024 BMW R1250 RT-P motorcycle and adding a 15% cost increase. To satisfy the immediate public safety requirement, staff recommends the immediate direct purchase of the three (3) BMW R1300 RT-P Motorcycle from BMW Motorcycles of Riverside and Long Beach. In the past, the City has purchased all of its BMW Motorcycles from these motorcycle dealerships. Because of its service and special handling of public safety units, the City exclusively takes them under agreement for service and maintenance on the BMW R1300 RT-P Motorcycles. This effort will and continues to save valuable administrative and logistic lead-time to ensure the field deployment and maintenance of the motorcycles to the Police Department in the most expeditious manner.
Fiscal Impact
The motorcycle will be purchased from the Internal Service Fund.
