Subject:Professional Services Agreement with HDR, Inc. for Lake Street Alignment Study Between Alberhill Ranch Road and Mountain Street
Recommendation
Approve and authorize the City Manager to execute the Professional Services with HDR, Inc. in the amount of $148,734.00 for the Lake Street Alignment Study in such final form as approved by the City attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency for unanticipated costs.
Background
Lake Street has an existing width of 2 lanes. The profile has a vertical curve through its alignment between Alberhill Ranch Road to the North and Mountain Street to the South. The vertical curve poses potential sight distance restrictions and requires additional study before a recommendation can be made relative to widening and ultimate vertical profile.
Discussion
HDR will provide engineering services to the City related to widening alternatives and profile studies necessary to efficiently address existing vertical curve and sight distance issues. The consultant will study different alternatives for City staff that focus on reducing or eliminating costly construction phasing, reducing relocation of underground utilities, and providing a cost-efficient alternative for the ultimate widening of Lake Street to six lanes.
Fiscal Impact
The Professional Services agreement will result in $148,734.00 plus an additional 10% contingency. The project is part of the City’s approved CIP program Project No. Z10083.
