Recommendation
Approve and authorize the City Manager to execute the Contractor Services Agreement with Aneen Construction, Inc. for an amount not to exceed $800,000.00 per fiscal year in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $80,000.00 for unanticipated costs.
Background
The Public Works Department is responsible for conducting various inspections and repairs on curbs, gutters, and sidewalks that are displaced, deteriorated, or damaged within the city right-of- way. This is part of the Citywide Annual Maintenance Program to ensure safe and accessible public spaces. The concrete maintenance program supports city staff in addressing repairs to these facilities throughout the city.
Work orders are created based on staff observations or requests from residents/businesses, detailing the specific locations and types of repairs needed. Each work order specifies the scope of work and is billed according to bid items and unit costs, leading to variability in charges based on the nature of each request.

Discussion
The scope of work for this project consists of furnishing all materials, equipment, tools, labor, and incidentals for the maintenance, repair, and construction of concrete pavement located within the Lake Elsinore city limits.
Seven (7) bids were received on or before the deadline of 2:00 pm on Wednesday, April 30, 2025.
City Staff examined all bids. The bid results were posted for public review in PlanetBids shortly after the opening. Following the examination of the bids, the low bidder, Aneen Construction, Inc., was reviewed by staff and determined to be complete.

It will begin following the approval of this agenda item for the Annual Curb, Gutter & Sidewalk Repair Program. Staff has reviewed and verified that the contractor has a valid license and has provided sufficient references.
Fiscal Impact
The Annual Curb, Gutter & Sidewalk Repair Program (CIP Project No. Z10067) is funded in the Fiscal Year 2024/2025 Capital Improvement Plan (CIP) Budget.
