Re: Annual Rate Adjustment
Dear Nicole,
Pursuant to our current Solid Waste and Recycling Services Agreement with the City of Lake Elsinore, CR&R Incorporated (CR&R) respectfully submits the attached information which outlines our Annual Rate Adjustment request for fiscal year 2025-2026. As you are aware, our current agreement stipulates the conditions upon which our rates may be adjusted on an annual basis. Per the agreement, these rates shall be adjusted each July 1st to reflect the changes in various applicable indices.

In reviewing the data from the Bureau of Labor Statistics (BLS) for March 2024 through March 2025, the CPI has increased by 2.25%. In addition, the County of Riverside's Waste Management Department has indicated that they will be increasing their landfill disposal rate for fiscal year 2025-2026 by 2.88%.

In addition, we also wanted to point out that we are proposing an additional minor rate adjustment request for our commercial and rolloff customers only. This rate adjustment, which is meant to address the City's Procurement obligations under Senate Bill 1383, is reflected in the attached rate schedules as well. This one- time rate adjustment will be a part of your commercial and rolloff rates only. Residential rates will not be impacted by this adjustment.

The additional commercial/rolloff rate adjustment will be 1.87%. For a typical commercial customer who has a three cubic yard bin serviced one-time per week, the additional charge will be $1.02 per week.

By implementing this limited rate adjustment, the City will not have to worry about the annual cost of funding the required procurement of compost each year, nor will the City need to worry about where to place the thousands of tons of compost each year.

As an added benefit, the City of Lake Elsinore and its residents, will continue to have access to as much loose compost as they would like to use, free of charge. Any compost/mulch not used by the City each year, will be managed by CR&R. This includes not only the cost of the material itself, but also all delivery and transportation costs as well.

RE: Disposal Fee Increase - FY 2025/26
The Riverside County Department of Waste Resources (Department) is responsible for assuring that there is, and will be in the future, sufficient and accessible landfill space to properly serve the population of the County in its disposal needs. To fulfill this mandate, the Department continually maintains and expands County landfill sites, and encourages, supports, and develops iecycling programs that minimize the dependence on landfill disposal facilities Due to sustained increases in labor expenses, capital improvement costs, regulatory compliance costs, and closed site maintenance, an increase in disposal rates is essential to allow for continued and improved services. This letter serves as a notice that subject to approval by the Riverside County Board of Supervisots, landfill disposal rates will increase in FY 25/26 by the Consumer Price Index (CPI, which is 2.88% for calendar year 2024. The FY 25/26 rate for the Perris Valley Transfer Station will be $43.77 per ton and $40.10 per ton for the Area 8 Transfer Station(s). The new rates will become effective for tonnage deliveries starting on July 1, 2025.

Thank you for your past cooperation and support.

Biu H.
