Attention: Mr. Gus Papagolos
Subject: Fee Estimate – Testing and Inspection Services Lake Elsinore Library
Dear Mr. Papagolos:
Inland Foundation Engineering, Inc. (IFE) is pleased to submit this proposal to provide special inspection and materials testing services for the subject project. Our proposed scope of service and estimated fee are based on our experience with similar projects and our review of the following documents:
• Plans for Lake Elsinore Library, 251 N. Main St., Lake Elsinore, CA, Project No.
Z20003, 100% CD Set, 72 Sheets, prepared by STK Architecture, dated January 8, 2025
• Geotechnical Investigation, Proposed Library, Located South of West Sumner Ave and West of North Main Street, City of Lake Elsinore, California, prepared by Inland Foundation Engineering, Inc., dated July 9, 2024, Project No. L202-011
Project Understanding
The proposed Lake Elsinore Library will be located at 251 N. Main Street. It will occupy approximately 13,290 square feet and will be located on an existing 1.0-acre site on the south side of Sumner Avenue, between Spring Street and Main Street. The project will include dedicated parking and landscaping, including a botanic garden. Reinforced masonry retaining and perimeter walls are planned around the site. The retaining wall on the west side of the site will be as high as 9 feet.
The project plans show that the building will be a steel-framed structure. The building and retaining walls will be supported by shallow and isolated continuous and spread footings.

Scope of Service
We anticipate that our scope of service will consist of the following:
Geotechnical Observation, Testing and Sampling
• Observation and compaction testing during site grading, including remedial over- excavation and retaining wall backfill
• Geotechnical evaluation and approval of foundation excavation bottoms • Compaction testing of soil subgrade and aggregate base in pavement and other flatwork areas
• Observation and compaction testing during placement of trench backfill for sewer, water, storm drain, and dry utility lines
Concrete Inspection, Sampling and Testing
• Mix design review and verification
• Mill cert verification of reinforcing steel, anchors and other metal components • Concrete form and reinforcing steel inspection
• Inspection of anchor and other embed placement
• Continuous inspection during concrete placement
• Concrete sampling and testing for slump, temperature and air content during construction of foundations, floor slabs and other structural concrete • Post-installed anchor testing
Reinforced Masonry Inspection and Testing
• Mill cert verification of reinforcing steel, anchors and other metal components • Review of producer’s certificates of compliance for masonry units, mortar and grout materials
• Verification of reinforcement placement
• Inspection of anchor and other embed placement
• Periodic observation of block mortar and grout placement • Sampling and fabrication of grout and mortar test samples • Post-installed anchor testing
Structural Steel and Welding Inspection
• Verify WPS, welder qualifications and equipment
• Verify heat numbers and mill certification information for all materials • Welding inspection during shop fabrication of structural steel components • Field welding inspection during building structural steel erection __________________________________

Lake Elsinore Library, May 2025 3 of 5 Inland Foundation Engineering, Inc. • High-strength bolt sampling and material verification • High-strength bolt testing
• Magnetic particle and ultra-sonic weld testing
Laboratory Testing
Laboratory testing will primarily consist of the following.
• Soil maximum density – optimum moisture content testing • Concrete cylinder compression testing
• Grout and mortar compression testing
Project Management and Reporting
During project construction we will provide technical management and supervision of our technicians and inspectors. Technician daily observation and test reports will be reviewed and issues of concern will be brought to the attention of the City of Lake Elsinore and the contractor. This task will include routine site visits to observe the contractor’s progress and attendance at the pre-construction meeting and weekly construction meetings as necessary. We will provide technical consultation as necessary and will develop recommendations to address unanticipated or changed conditions.
At the completion of site grading, we will issue a site grading report that will describe and document the contractor grading operations and include results of all laboratory and site soil testing performed. Subsequent reports will be prepared for soil testing of trench backfill and pavement subgrade.
During concrete, grout and mortar placement, compression test reports will be prepared and submitted as the testing is completed. Interim reports for other testing can be prepared upon request.
Estimated Fee
Based on our understanding of the project, our services will generally be required both full-time and on a part-time, on-call basis. Our estimated fees are shown on Table 1, attached. Actual fees will be invoiced on a portal-to-portal basis from our San Jacinto office.
Our fee estimate is not intended to be a “best price” or “low bid”. It is intended be a reasonably conservative estimate of the testing and inspection fees that can be expected on this project. Our overall staffing requirements, and associated fees, are __________________________________

We will keep the City informed about our budget status during the course of construction and will notify you if circumstances arise that may result in an increase to our fee estimate.
Closure
Our services will be performed in accordance with the standard of practice exercised by other geotechnical engineers practicing in the same geographic area. No warranty, express or implied, is made.
We appreciate the opportunity to submit this proposal and look forward to working with you on this project. If you have any questions concerning this proposal, please contact our office.
