REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Shannon Buckley, Assistant City Manager
Date:June 10, 2025
Subject:Agreement with Semper Patrol, Inc., for Security Services at the New City Hall Construction Project (CIP Project No. Z20006)
Recommendation
Approve and authorize the City Manager to execute a Professional Service Agreement with Semper Patrol, Inc. in an amount not to exceed $119,808 for security patrol services at the new City Hall in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency in the amount of $11,981 for uncertainties and adjustments.

Background
The City Hall construction project is a significant undertaking that requires security protocols to address potential vulnerabilities. Construction sites are often targets for theft, vandalism, and unauthorized access, which can lead to delays, financial losses, and safety hazards.

Implementing a security agreement will help to ensure that the project progresses smoothly and securely while upholding the City’s responsibility to its workers, assets, and citizens.

Discussion
Some security elements have been implemented since the start of the project. The installation of secure fencing around the construction site to restrict unauthorized access with secure access points using locks and gates to control entry has been employed. Placement of high-definition cameras throughout the site to monitor activities and deter unauthorized actions provides wide video coverage of most of the site.

Security Patrol Services for New City Hall

At this stage of construction, higher-value and marketable construction materials (copper wiring, HVAC systems, plumbing fixtures, and exterior finishes) will be placed in and on the building. To address the increased risk posed by these higher-value construction materials, additional security measures are required. Hiring professional security personnel to monitor the site, enforce protocols, and respond to emergencies by collaborating with staff and law enforcement to establish regular inspections and swift response protocols can further strengthen the security framework, ensuring the protection of these valuable assets during critical phases of construction.

The security service agreement with Semper Patrol, Inc. has been proposed to ensure and establish a timely and clear incident reporting process for responding to and reporting any security breaches promptly. The contractor was briefed on the entire scope of work and has assessed the requirements. This agreement also includes provisions for addressing security uncertainties during the project timeline.

The City contacted the five companies listed below for proposals, but only two responded by providing security costs and scheduling information. Both companies provided the same cost proposal; however, the Semper Patrol proposal is better suited to the city’s overall needs.

Semper Patrol is prepared to start the security services immediately.

Fiscal Impact
Funding costs are included in the Fiscal Year 24/25 – 28/29 Capital Improvement Plan (CIP) budget, CIP Project No. Z20006.
