REPORT TO SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY

OF LAKE ELSINORE
To:Honorable Chair and Members of the Successor Agency
From:Jason Simpson, Executive Director
Prepared by:Rick De Santiago, Public Works Manager
Date:June 10, 2025
Subject:Amendment No. 1 to the Agreement with RP Landscape & Irrigation, Inc. for Additional Maintenance Services at Lake Elsinore Diamond Stadium Recommendation
Approve and authorize the Executive Director to execute Amendment No. 1 to the Agreement with RP Landscape & Irrigation, Inc. to increase compensation by an additional $44,000.00 for an amount not to exceed $192,822.16 for additional maintenance services at Lake Elsinore Diamond Stadium in such final form as approved by the Agency Attorney.

Background
The Agency must comply with certain obligations consistent with the Recognized Enforceable Obligations and applicable Stadium agreements. RP Landscape & Irrigation currently provides these services at Lake Elsinore Diamond Stadium. The initial maintenance included the removal of the existing rock and mulch around the perimeter at Lake Elsinore Diamond Stadium and replace it with 4 inches of DG and decorative rock. The inner 8-foot perimeter will be covered with 3/8-inch decorative rock, while the areas from the rock to the sidewalk will be covered with Red DG. The areas from the sidewalks to the curb will be covered with infield mixed color DG.

Discussion
Amendment No. 1 is needed to cover additional maintenance services which includes the removal of 4 inches of topsoil around the stadium perimeter, approximately 1,100 yards or 1,500 tons, as well as the disposal of dirt and mulch and the spreading of red DG, cleaning of the DTR concrete area, and additional equipment rental for prolonged mulch and dirt removal which were not included in the original quote. $44,000.00 is being requested to cover these additional necessary improvements through the end of the fiscal year.
