REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Shannon Buckley, Assistant City Manager
Date:June 10, 2025
Subject:Change Order #1 to the Public Works Agreement for the Fire Suppression System in the New City Hall Project (CIP Project No. Z20006) Recommendation
Approve and authorize the City Manager to negotiate and approve a change order to the agreement between Cal State Fire Protection and the City of Lake Elsinore in an amount not to exceed $117,996.97 for expanding the fire suppression system in the building. Authorize the City Manager to execute the change order, subject to approval as to form by the City Attorney.

Background
On February 25, 2025, the City entered into a public works agreement with Cal State Fire Protection to purchase and install a fire suppression system in the new City Hall. The original fire suppression design requires additional fire suppression coverage for combustible building spaces. These spaces were designed to accommodate building utilities and passages from floor to floor and room to room.

Discussion
Several critical dynamics have been considered during the installation phase of the fire suppression system:

Building Layout and Usage
The City Hall building is a multi-story structure with various office spaces, conference rooms, and public areas. The design and installation of the fire suppression system must accommodate the specific layout and usage of each floor, ensuring comprehensive coverage and accessibility.

Compliance with Safety Standards
The fire suppression system must comply with national and local fire safety standards, including the National Fire Protection Association (NFPA) codes and the International Building Code (IBC).

Adherence to these standards is essential to guarantee the effectiveness and reliability of the system.

Integration with all Building Systems
The fire suppression system will be integrated with all the building's existing alarm and emergency response systems. This integration ensures a coordinated and efficient response in the event of a fire, including automatic alerts to emergency services and building occupants.

This change order will satisfy the needed fire suppression system coverage in void combustible areas throughout the building. These void areas have become more apparent during the metal stud framing of the building. The main component is the additional 240 pendant sprinkler heads and saddle connections to the main supply lines.

Fiscal Impact
Funding costs are included in the Fiscal Year 2024-25 – 2028-29 Capital Improvement Plan (CIP) budget, CIP Project No. Z20006.
