Background
On April 30, 2025, the City placed in PlanetBids the on-call Request For Proposals (RFP) and on or before the amended deadline of May 20, 2025, received 17 proposals from various contractors.
The above 10 contractors’ proposals have been reviewed and selected for on-call agreements.
On-call contracts allow a city to mobilize maintenance and construction services quickly and easily under pre-negotiated terms and conditions. The City may require services due to an urgent matter or because the City is unable to provide or perform those services internally.
Annual On-Call and Minor Construction Services Agreement
For a city that needs to engage a general or specific maintenance or construction service, the benefits of having an on-call contract in place include:
Wide span of technical expertise
Resource availability and flexibility
Commitments as needed for services
Accelerated procurement and authorization
Independent and objective assessments and proposals
Validation of resolution-oriented actions
The on-call and minor construction services in the City of Lake Elsinore are essential resources to maintain City amenities and efficiently construct low-cost minor projects. Staff solicited proposals for time and materials for minor construction contractor services. Utilizing the submittals from these contractors, additional agreements are needed to sustain these important services. All of these have provided essential contractor services in accordance with the agreement scope of work, which includes but is not limited to the following maintenance/minor construction and repair trade areas commonly utilized by the City and listed below:
Minor Construction and Repair Carpentry (Framing)
Plumbing Electrical
Concrete Masonry
HVAC Painting

Finish Wood Working Welding
Sheet Metal Flooring
Demolition & Disposal Data & Communication
Discussion
These on-call contractors will perform a wide variety of on-call repair and minor construction work.
All assigned work will be proposed in writing, reviewed, and negotiated by Staff and approved prior to execution. Several of these contractors have performed as both contractors and subcontractors on several large City and Agency projects at the Diamond Stadium, Rosetta Canyon Sports Park, Launch Pointe RV Resort, City Hall, The Neighborhood Community Center, Camino Del Norte, Anchor, EOC Building, and various other City projects.
These agreements are needed to ensure continued on-call and minor construction contractor support for immediate operational demands and minor construction projects. The sustainment of these essential general requirements provides City-wide, far-reaching minor construction, rehabilitation, and immediate maintenance augmentation of construction and repair services.
Following the approval of this agenda item and the execution of the attached agreement, services will be immediately available to the City. Staff has reviewed and verified that the contractors have valid licenses. A review of the contractors' references and General, auto, and Workers’ Compensation Insurance will be in place, naming the City as an additional insured.
