Subject: HSIP Cycle 12 Signalized Intersection Systemic Safety Improvements – Environmental, Final Engineering Plans, Specifications, Cost Estimate (PS&E), and Construction Support
Dear Remon:

Fehr & Peers is pleased to submit this proposal to assist Lake Elsinore in upgrading thirty existing traffic signals throughout the City. Fehr & Peers will prepare final engineering plans, specifications, and cost estimate (PS&E) for the installation of retroreflective traffic signal backplates at thirty intersections and installation of pedestrian countdown heads and APS push buttons at two intersections along Auto Center Drive at Diamond Drive and Mill Street. As we discussed, Fehr & Peers will assist with the following:
• Virtual kick-off meeting with city staff, monthly project coordination meeting with the City and attendance at City attendance at City Council Meetings/Council Study Sessions. This includes participation in up to five (5) total meetings, including the kick-off meeting, coordination meetings, and/or any Council Meetings/Study Sessions. Fehr & Peers will also prepare meeting agendas and meeting minutes for project meetings. • Development of a project schedule for the environmental, design, and construction support phases. The schedule will be distributed to the City and updated at each project meeting. The schedule will include the expected duration for all relevant tasks and identify critical paths. • Performance of Quality Control and Quality Assurance (QC/QA) for all project plans and documents to ensure efficiency and effectiveness of the project. Fehr & Peers will document and share our QC/QA procedures with the City. The plans will also be reviewed to ensure that the design is consistent with funding requirements.
• Assistance in preparing the Request for Authorizations (RFA), finance letters, and record audits and attend up to three additional meetings with the City and Caltrans District 8 Local Assistance, if required, to discuss the funding authorization. • Field review of each signal location for up to thirty (30) intersections. The field review will include photos of existing conditions, review of existing traffic signal equipment relevant to the upgrades, comparison of as-builts to the field condition, and identification of any issues P
regarding equipment location, equipment operations, and/or equipment compatibility. Fehr & Peers will also coordinate with the City or other agencies’ traffic signal maintenance staff for assistance with the review.
• Preparation and submittal of environmental documentation and clearances necessary for project construction. Fehr & Peers will prepare the Caltrans Preliminary Environmental Study (PES) form.
• Preparation of 65% and 100% traffic signal modification plans to show the installation of retroreflective signal backplates, pedestrian countdown heads, and APS push buttons. Fehr & Peers will obtain record drawings of existing signals from City Staff. Fehr & Peers assumes that these minor signal modifications can be handled as delta-revisions to the existing as- built plans. However, this approach depends on the condition and accuracy of the as-builts and will need to be evaluated and refined once the City provides as-builts for all intersections. Fehr & Peers will design up to thirty (30) traffic signal sheets. Fehr & Peers will address up to one (1) round of comments from the various agencies, for a total of two submittals (65% and 100%) with the final submittal considered final and bid-ready. • Preparation of special provisions, if necessary, for items of work and conditions not covered by the Standard Specifications for Public Work Construction in the City’s format and the boilerplate materials provided.
• Preparation quantity and cost estimate for the delta-revision traffic signal plans for the 65% and 100% submittal. The cost estimate will utilize data from the most recent similar projects and the costs will be approved by the City, if available. • Construction support including participation in a pre-bid meeting and pre-construction meeting as directed by the City, response to contractor’s request for information (RFIs), design services for revisions to the construction documents, and up to three (3) site visits during construction as requested by the City. While the ultimate level of effort needed depends on the availability of City staff, including field inspectors, and the experience of the selected contractor, Fehr & Peers assumes up to 56 hours of staff time. The ultimate level of effort for these tasks can be scoped out once the level of effort is determined.

P

SCHEDULE & FEE
We will complete the tasks above on a time-and-materials basis. Our fee request is authorization of up to $82,100 to assist with this effort but will largely be dependent on the amount of staff time needed to assist with each of these efforts.

Sincerely,

FEHR & PEERS
