Subject:Approval of Fiscal Year 2025-26 Rates with the County of Riverside for Maintenance of City Traffic Signals and Safety Lighting Recommendation
Approve the Fiscal Year 2025-26 rates for the County of Riverside Transportation Department (County) Agreement for Traffic Signal and associated hardware maintenance, emergency call- out services, and inventory of City traffic signal equipment maintained by the County.
Background
On March 9, 2015, the agreement for maintaining traffic signals and safety lighting between the County of Riverside Transportation Department and the City was executed. Since then, the County has effectively and promptly maintained the City’s traffic signals. In addition, the agreement’s provisions include emergency call-out services that may frequently be required due to accidents, traffic collisions, and resulting damage to signals and equipment. The County has provided these services in a timely and effective manner.
The City is responsible for operating and maintaining 45 traffic signals and their associated equipment, either in whole or in conjunction with neighboring jurisdictions. The shared signals have cost-sharing agreements for operation and maintenance. The remaining traffic signals are maintained solely by the City.
Discussion
To continue providing excellent service, the County requests an increase in labor rates. In response to the City’s request, the County will conduct an inventory of signals and equipment for Fiscal Year 2025-2026. The inventory will include recommendations for preventive maintenance and replacing older equipment to reduce the system’s costs.
