REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Rick De Santiago, Public Works Manager
Date:June 24, 2025
Subject:Purchase of One (1) Diesel Elgin Broom Badger Sweeper Recommendation
Approve and authorize the City Manager to execute a Purchase Order with Haaker Equipment in an amount not to exceed $358,849.99 for One (1) Diesel Elgin Broom Badger Sweeper in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not exceeding a 10% contingency of $35,884.99 for uncertainties and adjustments.
Background
This advanced sweeper is equipped with dual hydraulically driven side brooms and a conveyer squeegee, enhancing cleaning efficiency and allowing for faster and more thorough street maintenance. Mounted on a 2023 Isuzu NRR chassis, this sweeper represents the department's first acquisition of a sweeper, marking a transition from rental to ownership, which enhances operational efficiency and cost-effectiveness.
Discussion
Owning a sweeper eliminates the ongoing rental costs, leading to savings and reducing the department's overall budget for street maintenance and other activities necessary for compliance with clean water requirements. Having a sweeper available at all times allows the department to respond promptly to roadway cleaning needs, particularly after storm events, without relying on rentals being available.
This Diesel Elgin Broom Badger Sweeper has been competitively bid and priced on Sourcewell, Contract # 093021-ELG. Sourcewell, formerly known as the National Joint Powers Alliance, was established as a service cooperative to provide programs and services to its members in education and government.

Waive of Competitive Bidding Procedures
Under Section 3.08.070(C) of the Municipal Code, a commodity or service can be obtained through a cooperative purchasing program devoted to local government procurement without further bidding.
Therefore, staff recommends that the City Council waive further competitive bidding and authorize the City Manager to purchase the Diesel Broom Badger Sweeper as outlined in this agenda report and in compliance with Municipal Code Section 3.08.070(C).
