Subject:Amendment No. 1 to the Professional Services Agreement with Lochner (formerly KOA Corporation) for the HSIP Cycle 11 Project Recommendation
Approve and authorize the City Manager to execute Amendment No. 1 to the Professional Services Agreement with Lochner (formerly KOA Corporation) in the amount of $125,049 plus a 10% contingency for additional services to complete pedestrian ramp design for the HSIP Cycle 11 Project for a total contract amount not to exceed $205,038, in such final form as approved by City Attorney.
Background
For the Highway Safety Improvement Program (HSIP) Cycle 11 grant, 286 projects were selected from a candidate pool of 434 applications. In 2023, the City of Lake Elsinore (City) secured the Cycle 11 grant to upgrade nine (9) existing pedestrian crossings through the city, where locations were selected based on historical collision data.
Discussion
The following are tasks warranted in the additional scope:
•Topographic Survey – Conduct a survey at each curb ramp, capturing full topography of the curb return; prepare a base map using topographic survey information that will be used as a reference for the final design plans
•Final Design – Evaluation of 31 curb ramps at the existing nine (9) RRFB intersection locations; preparation of final design plans, specifications, and engineer’s estimate (PS&E).

•Construction Support – Review of shop drawings, submittals, and change orders; responses to Request for Information; addressing minor design changes during construction; preparation of record drawings/as-built plans Fiscal Impact
The additional professional services have been programmed in the CIP.
