Dear Carlos,
Dost Engineering, Inc. is pleased to submit this proposal to provide professional civil engineering services in support of the City of Lake Elsinore’s SB-821 Spring Street Sidewalk Project. The project includes new ADA-compliant sidewalks and related improvements along Spring Street, between Lakeshore Drive and Limited Avenue.

Topographic and utility surveying services will be provided by Guida, Inc., who will serve as a subconsultant to Dost Engineering for this project.

Please find the following exhibits enclosed with this proposal:
 Exhibit A – Project Understanding
 Exhibit B – Scope of Services
 Exhibit C – Project Schedule
 Exhibit D - Compensation for Scope of Services

We appreciate the opportunity to support the City’s infrastructure improvement efforts and look forward to working with you. If you have any questions or need additional information, please don’t hesitate to contact me at (619) 587-3300.

2 EXHIBIT A – PROJECT UNDERSTANDING

The proposed project involves the design and construction of approximately 1,500 linear feet of ADA-compliant sidewalk along Spring Street, between Limited Avenue and Lakeshore Drive.

Planned improvements include new curb and gutter, curb ramps, driveways, retaining walls, and other supporting infrastructure.

The project corridor presents several design challenges, including steep grade changes, multiple driveway tie-ins, existing retaining walls, and proximity to private homes. To meet ADA standards and maintain property access, careful grading transitions, utility coordination, and potential wall removals will be required.

A detailed topographic and utility survey will be essential to guide design decisions and identify potential conflicts. Coordination with adjacent property owners will also be needed to facilitate survey access and ensure constructible grading transitions.

Dost Engineering will lead the civil design effort as the prime consultant, supported by Guida, Inc., who will provide the topographic and utility surveying services.

3 EXHIBIT B – SCOPE OF SERVICES

The project will be delivered through a coordinated effort between Guida, Inc. (surveying subconsultant) and Dost Engineering (prime consultant). The scope is structured in two primary phases: (1) topographic and utility survey, and (2) civil design and construction support services.

Guida, Inc. – Surveying Subconsultant
Guida, Inc. will initiate the project by performing a detailed topographic and utility survey of the Spring Street corridor. This will include establishing GPS-based horizontal and vertical control tied to NAVD88, field mapping of all visible surface features (e.g., curbs, sidewalks, driveways, retaining walls, trees, signage, mailboxes, and utility structures), and opening manholes to document invert elevations, pipe sizes, and flow direction. Utility research will be conducted using Dig Alert and through direct coordination with service providers.

Survey data will be compiled into a comprehensive AutoCAD Civil 3D base map at 20-scale, including a digital terrain model (DTM), which will serve as the foundation for subsequent design.

A detailed description of Guida’s services, assumptions, and exclusions is provided in Attachment 1 – Guida Proposal, incorporated herein by reference.

Survey Deliverables:
 Civil 3D CAD base file with topographic and utility data  Signed PDF of topographic survey sheet
 Field notes (PDF format)
 Field photos (JPG format)

Note: Civil design efforts will commence upon receipt and review of Guida’s full survey deliverables.

Dost Engineering – Civil Design and Project Management
Upon completion of the survey, Dost Engineering will lead the civil design effort and manage coordination through final design and construction support. Tasks include:

Project Management and Coordination
 Serve as the City’s primary point of contact
 Manage project schedule, staffing, and coordination with Guida, City staff, utility agencies, and adjacent property owners
4  Attend project meetings (virtual or in-person) with the City and stakeholders  Conduct site visits to confirm field conditions and support design development  Coordinate access for survey and field verification with impacted property owners  Track progress, review deliverables, and ensure timely completion of project milestones

Concept Design Submittal
 Incorporate survey base and utility mapping into the design  Develop layout for sidewalks, ADA curb ramps, driveway tie-ins, and areas requiring retaining wall removal
 Address tree removals and incorporate 3:1 slope grading as needed  Coordinate grading transitions with adjacent private properties

90% PS&E Submittal
 Prepare improvement, grading, erosion control, and ADA ramp plans  Resolve design constraints and utility conflicts
 Provide draft specifications, quantity takeoffs, and engineer’s estimate

100% PS&E Submittal
 Submit final signed construction plans, technical specifications, and bid schedule  Respond to all City comments from 90% review

Construction Support Services
 Attend pre-bid and pre-construction meetings
 Respond to RFIs and prepare clarifications
 Provide minor revisions during bidding and construction phases

Dost Engineering Deliverables:
 Concept design layout (PDF and CAD formats)
 90% improvement plans, grading, ADA ramps, and erosion control (PDF and CAD) - Draft specifications, quantities, and cost estimate
 100% PS&E plans, technical specifications, and bid schedule  Responses to City review comments and minor revisions  Construction-phase design support and RFI responses
