Subject:Annual On-Call Services Agreements for Citywide Portable Sanitation Services
Recommendation
Approve and authorize the City Manager to execute On-Call Services Agreements with Rightway Site Services, Inc. in the amount of $120,000, and Reliable Rentals, Inc. in the amount of $34,800 for Citywide Portable Sanitation Services in such final form as approved by the City Attorney.
Background
The City contracts for portable sanitation services for its City-owned parks, beaches, levees, and for the City’s special events. The On-Call Services Agreements support the City of Lake Elsinore’s Public Works Department by facilitating citywide portable sanitation services to ensure timely and effective sanitation solutions across various city locations and events.
Discussion
Rightway Site Services will be responsible for providing portable sanitation services at the following locations:
•City Hall Construction Site
•New Library Construction Site
•Fishing Beaches
•Monthly porta potty rentals for staff – street clean-up •Seaport/Elm Grove Beach
•Special Events
Reliable Rentals will focus on delivering monthly porta potty rentals specifically for the levee road.

In June of 2025, staff-initiated proposals from reputable companies for the pricing of portable sanitation services.
Staff received two proposals for the Citywide Portable Sanitation Services.

Diamond Environmental Services Non-responsive
In support of these citywide portable sanitation services, it is essential to have more than one company available to the City for such on-call demands. These agreements aim to maintain public health standards and support community activities by ensuring access to essential sanitation facilities throughout the City.
Fiscal Impact
Funds are available in the City’s FY 25-26 Public Works Operating Budget.
