Subject:Acceptance of a Donation of Undeveloped Real Property (APN 373-061-010)
Recommendation
Approve and authorize the City Manager to Execute a Donation Agreement and Joint Escrow Instructions and such other ancillary documents as may be necessary to complete the donation of approximately 0.14 acres of undeveloped property (APN 373-061-010) in such final form as approved by the City Attorney.
Background
The undeveloped parcel is approximately 0.14 acres and is part of the Country Club Heights Subdivision, with a zoning designation of R-1 (APN 373-061-010). A site map showing the location of the property is attached as Exhibit A to the Donation Agreement.
Discussion
The property owner, Michelle Hernandez, contacted the Economic Development Department about donating her property to the City. Ms. Hernandez resides in Los Angeles and has no interest in maintaining her parcel in Lake Elsinore or building on the unimproved land.
The parcel may be suitable for future residential development, including as an affordable housing opportunity site.

The City Council considered this donation in closed session on June 10, 2025. Thereafter, the City Attorney’s Office prepared the attached Donation Agreement for consideration by the City Council.
Fiscal Impact
Acceptance of the donation would likely result in the City incurring out-of-pocket costs for a title report, title insurance, and escrow fees. Such costs are estimated at $5,000.
