Subject:Change Order No. 1 to the Agreement with Aneen Construction Inc. to Provide Public Works Construction Services for the Camino Del Norte Sewer Extension Project (Project No. Z30016)
Recommendation
Approve and authorize the City Manager to execute Change Order No. 1 to the Agreement with Aneen Construction Inc. in the amount of for $432,246.00 for Public Works Construction Services for the Camino Del Norte Sewer Extension Improvements Project in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $43,224.60 for uncertainties and adjustments.
Background
On January 28, 2025, the City Council approved an Agreement for Public Works Construction in the amount of $851,780.00 with Aneen Construction Inc., to provide Public Works construction services for the Camino Del Norte Sewer Extension Improvements Project. During field verification and construction survey staking of the project, the contractor discovered the elevation depth to the existing sewer was incorrect. The design plans reviewed and approved by Elsinore Valley Municipal Water District (EVMWD) showed a connecting manhole depth of 12.2 feet. The actual depth was 25.2 feet.
The significant change in depth resulted in a fundamentally different scope of work. The contractor required more robust shoring to facilitate the installation of the sewer line.
Construction for the project began in May 2025, and the original expected completion date was July 2025 (60 Working Days). Due to the manhole elevation discrepancy on the approved plans and construction-related delays caused by encountering boulders and shallow rock throughout most of the alignment, the project duration has increased by 30 working days and is now expected to be completed in September 2025 (90 Working Days).
Contract Change Order No. 1- Aneen Construction

Prior to construction, it was decided that the work would be performed at night to avoid traffic- related delays, as there had been recent road closures to the Grape Street ramp and Railroad Canyon. Nighttime work contributed to increased unit prices due to slower production rates, the need for additional equipment for lighting, and variations in labor rates.
Change Order No. 1 would provide Aneen Construction Inc. with an adequate budget to continue the necessary construction services through the updated completion date for the project. The negotiated change order also eliminates about 500 ft and two manholes of the shallower section, which can be constructed by future development.
Discussion
Change order reflects the components below:
•Change the pipe material to accommodate the new depth of installation. •Manhole depths for two manholes doubled from 12 feet to over 24 feet. •Additional trench excavation and trench shoring to accommodate the depth increase. •Due to the complexity of the excavation and additional depth, there has been production loss as well as equipment and labor cost increases.
•Work performed at night
Fiscal Impact
Change Order No. 1 to the Agreement for Public Works Construction with Aneen Construction Inc., will result in a revised total contract amount cost of $1,284,026.00 plus an additional 10% contingency. The original contract award was $851,780.00. The work has been programmed in the City’s CIP budget.
