REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Shannon Buckley, Assistant City Manager
Date:July 22, 2025
Subject:Purchase of City Hall Furniture
Recommendation
Approve and authorize the City Manager to execute a Purchase Order with Talimar Systems, Inc. in the amount of $944,225 for the relocation, purchase, and set up of City Hall furniture.

Background
Last year, we officially broke ground on our new City Hall, marking an exciting step forward for the City of Lake Elsinore. Construction is progressing, and the building is beginning to take shape.

The new City Hall will have three floors and include areas for both staff and the public. When complete, it will feature a large central lobby with our historic fire engine on display. The third floor will house the new City Council Chambers, offering stunning views of the lake and Main Street.

To stay on schedule, City staff have already begun planning the interior of the building, including selecting furniture, finishes, and establishing workspaces that will enable City staff to serve the community efficiently.

Discussion
As part of the transition to the new City Hall building, City staff have inventoried all existing office furniture. They are working to repurpose items wherever possible to reduce costs and minimize waste. However, due to changes in office layouts, the need for additional workspaces, and the requirement for updated furnishings in public areas, the purchase of new chairs, cubicles, and related equipment is necessary.

To support this effort, staff will continue to utilize on-call and minor construction contractors to purchase, move, and install furniture as needed. This item seeks approval to establish a purchasing threshold and execute a Purchase Order with Talimar Systems, Inc. for the acquisition of new office furniture and equipment. Talimar Systems currently holds contracts with the Cities of Costa Mesa, Irvine, and Laguna Beach. The City of Irvine conducted a competitive bid process to establish pricing with Talimar, which the City can now leverage to ensure cost-effective and compliant procurement. Establishing a defined expenditure limit will provide staff with the flexibility to complete office furnishing in a timely and efficient manner while maintaining fiscal oversight. Any purchases above the authorized amount will require additional Council approval.

Fiscal Impact
Funding costs are included in the Fiscal Year 25/26 – 28/29 Capital Improvement Plan (CIP) budget, CIP Project #Z20006.
