From:Jason Simpson, City Manager
Prepared by:Rick De Santiago, Public Works Manager
Date:July 22, 2025
Subject:Agreement with St. Nick’s Christmas Lighting and Décor (DBA T&G Global, LLC) for the Design and Installation of Main Street Holiday Decorations Recommendation
Approve and authorize the City Manager to execute an Agreement with St. Nick’s Christmas Lighting and Décor (DBA T&G Global, LLC) for the design and installation of the Main Street Holiday Decorations in an amount not to exceed $140,000.00 in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $14,000 for unanticipated costs.

Background
The City maintains an ongoing effort to celebrate the holiday season with decorations on Main Street each year. St. Nick’s Christmas Lighting and Décor will provide creative design services, ensuring that the decorations reflect the festive spirit and aesthetic of the community. Outsourcing the design and installation to St. Nick’s Christmas Lighting and Décor allows city staff to focus on other priorities, ensuring a seamless and efficient process.

Discussion
St. Nick’s Christmas Lighting and Décor will provide in-house designers, artisans, fabricators, and installers to deliver a one-of-a-kind experience that creates memories and is representative of the City. St. Nick’s Christmas Lighting and Décor team will design, craft, install, and maintain the holiday decorations on Main Street in a spectacular display of lights, graphics, colors, and abstracts, all creating a highly reverent enjoyment display.

The attached proposal from St. Nick’s Christmas Lighting and Décor outlines a comprehensive design, installation, and maintenance lease agreement for a term of three (3) years. Following the approval of this agenda item, staff will execute an agreement for the entire proposal and schedule the installation of the lighting.
