Re: Murrieta Creek Trail PS&E Project Amendment #2
Dear Mr. Tagai,
We thank you for your consideration of this amendment request to provide continued professional services to the City of Lake Elsinore (the “Client” or “City”) for the Murrieta Creek Trail project “the Project”.
Project Understanding
CR Associates (“CRA”) and the City of Lake Elsinore entered into an Agreement for Professional Services for the Project on September 30, 2022 which will be amended to perform the following scope of services.

Task 7 Bid and Construction Period Support
Task 7.3 – Construction Period Support
The CRA team will assist the City during the construction period as requested, to the extent budgeted.
The CRA team will provide the following types of support services: responding to Contractor RFIs, reviewing material submittals (up to two (2) review cycles per submittal), performing site walks (up to five (5), attended by up to two (2) staff) to observe the progress of the work, and attending intermittent construction meetings. Material and shop drawing submittal will be reviewed only for conformance with the information given in the Construction Documents. Such review and approvals or other actions will not extend to means, methods, techniques, equipment choice and usage, sequences, schedules, or procedures of construction or to related safety procedures and programs.
Assumptions and Exclusions
Bridge design submittals will not require any alterations to the current abutment designs. Value engineering services are excluded.
Services to address revisions to structural design due to contractor errors during construction and unforeseeable conditions encountered during construction are excluded. 2 Task 7.4 – Construction Period Geotechnical Testing Support The CRA team will provide the following geotechnical support during the construction period as requested, to the extent budgeted:

Observation and compaction testing during subgrade preparation, aggregate base placement, and asphalt concrete paving for trail and roadway.
Daily (pending progress

Observation of excavation for proposed retaining wall foundations and bridge abutments, including review of excavation bottoms. Continuous Compaction testing of retaining wall, bridge abutment, and other miscellaneous backfill. Continuous
Sampling and verification of concrete reinforcing steel. As required Sampling and testing of concrete: fabrication of concrete test cylinders, slump, temperature, and air content. Varies
Special inspection during construction of bridge micropiles:
verification of micropile locations and plumbness, micropile rod casing, coupler and group material, casing depth and bond length, and load testing.
Continuous
Special inspection during placement of concrete for retaining wall foundations, bridge abutments, and other structural design elements. Verification of mix design and reinforcement placement, and bridge abutment anchor bolts.
Continuous
Laboratory testing: micropile grout for compaction testing, soil and aggregate base for maximum density / optimum moisture content, and concrete compressive strength. Weekly
Geotechnical Assumptions and Exclusions:
On-site asphalt concrete density testing will be performed with a nuclear gauge. Asphalt concrete maximum density, bitumen content, and gradation testing are excluded. For asphalt concrete compaction testing, we assume to use the maximum density values from the approved mix designs.
Contractor batch plant quality control records will be reviewed by the Construction Manager for bitumen content and aggregate gradation.
3 Anticipated Project Schedule
It is anticipated that the construction period will be completed within twelve (12) months.
Fee and Billing
CRA will perform the scope of services outlined above in accordance with the payment method described in the approved Agreement for Professional Services. Fees will be invoiced monthly based upon the percentage of services performed as of the invoice date.
