REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Rick De Santiago, Public Works Manager
Date:August 12, 2025
Subject:Agreement with Precision Concrete Cutting for Concrete Cutting and Sidewalk Survey Services
Recommendation
Approve and authorize the City Manager to execute an On-Call Services Agreement with Precision Concrete Cutting for $175,000 per fiscal year in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $17,500 for unforeseen additional work.

Background
Precision Concrete Cutting provides advanced sidewalk infrastructure surveying. Their system identifies trip hazards, prioritizes repairs, and produces data for proactive asset management.

Trip hazards on sidewalks, caused by uneven concrete surfaces, pose a significant liability risk and impair pedestrian accessibility. Municipalities are required to maintain sidewalks that comply with ADA standards, ensuring safe passage for all individuals, including those with disabilities.

Efficient and cost-effective repair solutions are vital for public safety, risk mitigation, and regulatory compliance. Precision Concrete Cutting utilizes a patented cutting process that removes vertical surface deviations, resulting in a safe, attractive finish.

Discussion
As a member of the California Joint Powers Insurance Authority (JPIA), Precision Concrete Cutting is equipped to provide these essential services under a master services agreement. The sidewalk program managed through this agreement ensures efficient inspection, maintenance, and repair of sidewalks throughout the city. By leveraging the collective bargaining power of the authority, this master services agreement offers favorable pricing, resulting in significant cost savings for the city compared to individual member agreements for similar services.

Waive of Competitive Bidding Procedures
Under Section 3.08.070(C) of the Municipal Code, the Authority hereby waives the competitive bidding procedures for the procurement of sidewalk inspection and maintenance services based on the establishment of a master services agreement with Precision Concrete Cutting, which was negotiated to provide favorable pricing and comprehensive services to the Authority members.

Therefore, staff recommends that the City Council waive further competitive bidding and authorize the City Manager to execute an agreement with Precision Concrete Cutting as outlined in this agenda report and compliance with Municipal Code Section 3.08.070(C).

Fiscal Impact
Funds are available in the City’s FY25-26 Sidewalk Survey Program Capital Improvement Program.
