Background
The Emergency Management Performance Grant (EMPG) Program provides federal funds to help state, local, tribal, and territorial governments prepare for all hazards and support the National Preparedness System and Goal. The City of Lake Elsinore Emergency Services Division applied for the FY2024 EMPG program to improve its emergency management capabilities and preparedness activities across various mission areas. The grant focuses on building core capabilities identified through processes like THIRA/SPR and addressing gaps. The city has been awarded an amount of $11,088 for FY24 – EMPG, and it is a dollar-for-dollar match.

Discussion
The Emergency Management Performance Grant (EMPG) program provides grants to states in support of state, local, tribal, and territorial governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. § 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants to establish a system of emergency preparedness that protects life and property in the United States from all hazards. It also vests responsibility for emergency preparedness jointly in the federal government, states, and their political subdivisions.

The purpose of the EMPG program is to sustain and improve comprehensive emergency management capabilities at the state, local, tribal, and territorial levels for all man-made and natural disasters, through activities focused on prevention, mitigation, response, and recovery.

Fiscal Impact
The Emergency Management Performance Grant Program (EMPG) provides cost reimbursement up to 50% with a minimum 50% local match ($11,088), for which the City will use the Emergency Services Grant Fund.
