From:Jason Simpson, City Manager
Prepared by:Yu Tagai, City Engineer
Date:August 26, 2025
Subject:Riverside County Transportation Commission Funding Agreement Under the SB 821 Bicycle and Pedestrian Facilities Program
Recommendation
Approve and authorize the City Manager to execute an agreement with Riverside County Transportation Commission accepting funding of $360,381.50 through the SB 821 Bicycle and Pedestrian Facilities Program for the Spring Street Sidewalk Improvement Project in such final form as approved by the City Attorney.
Background
SB 821 Bicycle and Pedestrian funds are administered by the Riverside County Transportation Commission (RCTC) and distributed to local agencies on a competitive basis. The program is funded through the Local Transportation Fund (LTF), a 1/4-cent general statewide sales tax. Two percent of the Local Transportation Fund revenue is made available each year for use on bicycle and pedestrian facility projects in Riverside County. TDA Article 3 (SB 821) funds are available to local agencies to cover engineering expenses, right-of-way acquisition, and construction costs for bicycle and pedestrian facilities.
Discussion
On February 3, 2025, a call for projects was published by RCTC seeking applications for Fiscal Year 2025/2026 program funding. RCTC received 33 project proposals from 22 agencies, totaling $19,141,874 in SB 821 funding requests. The City’s application for the Spring Street Sidewalk Improvement project was selected, which includes funding of $360,381.50.
