To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Yu Tagai, City Engineer
Date:August 26, 2025
Subject:Master Subscription Agreement with Nearmap US, Inc. for Aerial Imagery Software Services
Recommendation
Approve and authorize the City Manager to execute an agreement with Nearmap US, Inc. in an amount not to exceed $55,650 over a three-year term for aerial imagery software services in such final form as approved by the City Attorney.
Background
Nearmap is a leading provider of high-resolution aerial imagery and geospatial content, serving government agencies, utilities, construction firms, and other industries that rely on up-to-date location intelligence. Nearmap’s aerial imagery provides high resolution imagery that is updated up to three (3) times per calendar year using flyover technology.
Nearmap captures and delivers frequently updated vertical (top-down), oblique (angled), and 3D data. The imagery is processed and hosted in the cloud network, allowing users to instantly access, analyze, and integrate it into GIS platforms such as Esri ArcGIS, AutoCAD, and other mapping systems. Nearmap’s frequent capture program ensures that users can see changes over time, improve decision-making, and reduce the need for costly site visits.
Discussion
Nearmap is actively used by neighboring jurisdictions such as the County of Riverside and Cities of Menifee, Wildomar, and Temecula. This software will be used by each department as it can integrate with other software such ArcGIS and AutoCAD.
Agreement with Nearmap US, Inc.

•Nearmap Vertical Offline Copy – Provides high-resolution, top-down aerial imagery that can be downloaded and stored locally for offline use.
•Nearmap Oblique for ArcGIS – Integration with Esri products. •Nearmap Oblique for Government – Orthogonal and oblique imagery optimized for government users, enabling property assessment, emergency response, and planning workflows.
•3D Export Pro – A 3D aerial content export tool that allows users to download textured mesh, point cloud, and digital surface models for use in CAD and GIS software.
