REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Candice Alvarez, MMC, City Clerk
Date:September 23, 2025
Subject:City Voting Delegate and Alternate for the 2025 League of California Cities Annual Conference
Recommendation
Appoint Council Member Manos as the City’s Voting Delegate and City Manager Simpson as the City's Alternate Voting Delegate for the 2025 League of California Cities Annual Conference to be held in Long Beach, CA, October 8-10, 2025.

Background
The League of California Cities (Cal Cities) will hold its Annual Conference and Expo in Long Beach from October 8–10, 2025. As part of the conference, Cal Cities conducts its annual business meeting, during which member cities vote on resolutions that establish League policy direction.

Each member city is entitled to designate one Voting Delegate and may also designate up to two Alternate Voting Delegates. The Voting Delegate and any alternates must be designated by the City Council through formal action and must be registered to attend the conference.

Discussion
Designating a Voting Delegate ensures that the City of Lake Elsinore is represented in the League’s policy-setting process. The City’s participation allows Lake Elsinore to have a voice on important statewide issues affecting municipalities.

Staff is recommending the appointment of Council Member Manos as the City’s Voting Delegate and City Manager Jason Simpson as the City’s Alternate Voting Delegate for the 2025 Annual Conference. This designation will be submitted to Cal Cities prior to the conference as required.
