Subject:Construction Agreement with R.J. Noble Company for the Pavement Rehabilitation SB-1 Broadway Tracts CIP Project No. Z10089 Recommendation
Approve and authorize the City Manager to execute a Public Works Construction Agreement with R.J. Noble Company in the amount of $1,697,794 for the Pavement Rehabilitation SB-1 Broadway Tracts, CIP Project No. Z10089, in such final form as approved by the City Attorney; authorize the City Manager to execute change orders not to exceed 10% contingency amount of $169,779.40; and authorize the City Clerk to record the Notice of Completion once it is determined the work is complete and the improvements are accepted into the City-maintained roadway network.
Background
This project will include pavement rehabilitation and striping improvements to the Broadway Avenue Tracts. Project limits are Lakeshore Drive to the north, Woodcrest Drive to the west, Lake St. to the east, and Crestview Drive to the south.
The project was advertised on July 15, 2025. The low bidder is R.J. Noble Company with a total cost of $1,697,794.00.
Discussion
Contractor bids were secured via the City’s electronic bidding portal, PlanetBids, on August 12, 2025, at 2:00 PM, and results were made publicly visible. The City received ten (10) bids from qualified contractors. Staff recommends awarding the project to the apparent qualified low bidder, R.J. Noble Company. The bid results are summarized below:

Fiscal Impact
