SS:tl:jo (f\c\1p\bn\COLE P01r1-ss.docx) 10/7/25 A–5 Camino Del Norte Road Widening Hunsaker & Associates Irvine, Inc. City of Lake Elsinore Traffic Engineering (TJW)

9. Prepare Final Striping and Signal Plans for Camino Del Norte Road proposed signalized intersection. The plans will be prepared at 40-scale (1”=40’) using AutoCAD. The plans will include proposed and existing striping, new lane configurations, and potential locations and phasing for the signal equipment.

Existing striping will be referenced at the project limits.

10. Prepare Traffic Signal Modification Design Plan showing the changes to the intersection and show the necessary equipment to accommodate the intended operations with the roadway widening project. At N. Main Street, Caltrans will be installing traffic signals at the stopped controlled t-intersection. TJW would then modify these signals to accommodate the roadway widening.

11. Prepare Street Lighting Plans for Camino Del Norte along the project limits on both sides of the roadway. Due to right-of-way limitations, street lights may only be placed on the north side of the street. TJW would work with the City to verify before moving forward with the final design. The street lighting plans would be designed to meet an SCE LS-3 type service which would require the plan set to include the design of the service pedestal and voltage drop calculations. The plans would be prepared per City of Lake Elsinore standards, which would show the street lighting poles spaced per City standards.

12. Prepare Traffic Control Plans for the project which would include traffic control phasing for the roadway widening shoring, full-depth pavement replacement, and utility work along project limits. TJW would initially prepare a concept traffic control plan set to show the anticipated phasing needed for construction while maintaining traffic on Camino Del Norte. TJW would need to prepare traffic control plans to accommodate the N. Main Street traffic signal which would require Caltrans coordination. Once the concept plans have been reviewed, TJW would prepare final traffic control plans to be accommodate the project.

For coordination with Caltrans, TJW will prepare plans that reflect the required staging and will include the supporting CEM-1301 “Lane Closure Checklist” and CEM- 1302 “Temporary Pedestrian Facilities Checklist” forms for each closure phase a N. Main Street. Based on the scope and duration of construction, Caltrans may require a Traffic Management Plan (TMP) for review and approval. The TMP would include a project narrative, work description, justification for closures, anticipated closure schedule, lane requirements, detour information, construction staging, haul routes, contact information for key personnel, and strategies to minimize traffic delays and impacts to all modes of travel. It may also include public outreach measures, emergency access provisions, and coordination with local agencies, depending on the complexity of the project. TJW would coordinate with Hunsaker to prepare the design plans to match the street improvement plans and coordinate with Hunsaker on the submittal to the City and Caltrans, District 8 for review and approval. The final plan set submitted to the City and Caltrans for approval would be stamped and signed by a Professional Civil Engineer and/or Traffic Engineer.

b. We assumed that the working hours whing the right of way of the street will be limited to 9am to 3pm.
c. A geologist or engineer will be onsite to direct the field operations, collect samples, and log the geotechnical borings. Borings will be backfilled and tamped with native soil cuttings. We have assumed excess soil cuttings can be left on-site and spread out in the vicinity of each boring. Should the excess soil cuttings require disposal, additional costs (not included) here will apply.

18. Obtaining bulk and driven samples for classification and laboratory testing from the borings. Soil samples will generally be collected every 2.5 vertical feet within the upper 10 feet and every 5 feet thereafter.

19. Submit and assign geotechnical laboratory tests for characterization of the engineering properties of selected soil samples. The laboratory testing will likely include in-situ moisture and density, optimum moisture and maximum dry density, Atterberg limits, percent passing no. 200 sieve, corrosivity characteristics (sulfate and chloride content), and R-value testing for the proposed roadway.
