Recognition of the City’s Receipt of the 2025 Helen Putnam Award for Excellence in Planning & Environmental Quality for the City’s Lake Management Plan
Jesse Ramirez, Cal Cities Riverside County Division Manager, presented the Award to Mayor Tisdale, City Manager Simpson, Assistant Director of Lake & Community Operations Gufarotti, and Management Analyst MacLean.

CALIFORNIA, DECLARING ITS INTENTION TO ANNEX TERRITORY INTO COMMUNITY FACILITIES DISTRICT NO. 2015 -2 (MAINTENANCE SERVICES) OF
THE CITY OF LAKE ELSINORE, ADOPTING A MAP OF THE AREA TO BE PROPOSED (ANNEXATION NO. 27) AND AUTHORIZING THE LEVY OF SPECIAL TAXES THEREIN.

8) Approval of Community Development Block Grant (CDBG) Supplemental Agreement 2025-2026 Program Year
Approve and authorize the Mayor to execute the Supplemental Agreement between the County of Riverside and the City of Lake Elsinore for the use of 2025- 2026 Community Development Grant Funds.

9) Agreement with Caliba, Inc. for the Bid Set ‘A’ Concrete, Framing, Roofing, Exterior Doors, Windows, and Cement Plaster/Brick, Bid Set ‘A’, on the City Library Project (CIP Project No. Z20003)
Approve and authorize the City Manager to execute a Public Works Construction Agreement with Caliba, Inc. in an amount not to exceed $4,831,134.59 for concrete, framing, roofing, exterior doors, widows, and cement plaster/brick, Bid Set ‘A’, on the new City Library Project in such final form as approved by the City Attorney, authorize the City Manager to execute change orders not to exceed a 10% contingency amount of $483,113.00, and authorize the City Clerk to record the Notice of Completion once work is completed.

10) Agreement with Edmondson Construction Co. for the Site Grading of the Senior Housing Project (CIP Project No. Z20026)
Approve and authorize the City Manager to execute a Public Works Agreement with Edmondson Construction Co., in an amount not to exceed $119,500.00, for the site grading of the Senior Housing Project (CIP Project No. Z20026) in such final form as approved by the City Attorney, authorize the City Manager to execute change orders not exceeding a $11,950.00 contingency for construction uncertainties and adjustments, and authorize the City Clerk to record the Notice of Completion once it is determined the work is complete.

11) Change Order No. 1 to Public Works’ Construction Agreement for GMS Elevator Services for the Purchase and Construction of the Elevator for the City Hall (Project Number Z20006)
Approve and authorize the City Manager to execute Change Order No.1 to the agreement with GMS Elevator Services in an amount not to exceed $75,000.00 for the purchase and construction of the elevator for the New City Hall Project (CIP No.
Z20006) in such final form as approved by the City Attorney.

12) Amendment No. 1 to the Professional Services Agreement with STK Architecture, Inc. for Additional Design Services on the City Hall Project (CIP Project No. Z20006)
Approve and authorize the City Manager to execute Amendment No. 1 to the Professional Services Agreement with STK Architecture, Inc. in an amount not to exceed $50,000.00 for additional design services related to the New City Hall Project in such final form as approved by the City Attorney.

Approve and authorize the City Manager to execute a Contractor Services Agreement with Great Western
Installations, Inc., in an amount not to exceed $100,730.00 for Citywide Park Roll Coats and Surfacing in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $10,073.00, and authorize City Clerk to record the Notice of Completion once it is determined the work is complete and the improvements are accepted.

Assistant City Attorney Mann had no comments.
CITY MANAGER'S COMMENTS
City Manager Simpson thanked the City Council for their support of the Lake Management Plan and staff for their work on it.
CITY COUNCIL COMMENTS/REPORTS ON MEETINGS ATTENDED
Council Member Sheridan shared that he attended the Riverside Transit Agency Administration and Operations Committee meeting on October 1, 2025 and noted he will report out from that meeting at the next Council meeting; thanked staff for their work on the Lake Management Plan; noted that he attended the Student of the Month event; shared photos from the Ruth Atkins Speaker Series event that was held on September 24, 2025; invited the community to attend a Firewise Community Introductory meeting at 7:00 p.m. on October 16, 2025 in the Tuscany Hills Clubhouse; invited the community to attend the Tuscany Hills Social Committee’s Trunk or Treat event from 6:00 to 9:00 p.m. on October 17, 2025 at the Tuscany Hills Club House; and invited players to participate in the Thunder Cares 2
nd Annual Golf Tournament at 7:00 a.m. on
Monday, November 10, 2025 at Glen Ivy Golf Club.
Council Member Manos reported on his attendance at the Riverside County Airport Land Use Commission on October 9, 2025 and the Cal Cities Annual Conference from October 8- 10, 2025; and invited the community to attend the Oktoberfest event from 1:00 p.m. to 9:30 p.m. on October 18, 2025 at Launch Pointe.
Mayor Pro Tem Magee congratulated staff on winning the Helen Putnam Award; and reported on his attendance at the Regional Conservation Agency meeting on October 6, 2025.

Mayor Tisdale reminded residents to dump any standing water; thanked staff for their work and for always being prepared to present their items at Council meetings; and invited the community to attend the State of the City at 5:30 p.m. on October 23, 2025 at Pins N Pockets.
ADJOURNMENT
The Lake Elsinore City Council adjourned at 7:32 p.m. to the next Regular meeting of Tuesday, October 28, 2025 in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting will commence at 7:00 p.m.
