REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Adam Gufarotti, Assistant Director of Lake & Community Operations Date:October 28, 2025
Subject:State of California Homekey+ Grant for Homeless Housing Recommendation
Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,

CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE HOMEKEY PROGRAM.

Background
The State of California recently announced the availability of additional funding through the Homekey+ program, which provides resources to local jurisdictions to expand housing options for individuals and families experiencing homelessness. The Homekey program, originally launched in 2020, has been one of the state’s most significant initiatives for rapidly creating permanent and interim housing.

In order to access this new round of funding, the City of Lake Elsinore is preparing a grant application. As part of the application process, the program guidelines require that the City Council adopt a formal resolution authorizing staff to apply for and, if awarded, accept the grant funds.

Discussion
It is recommended that the City Council adopt the resolution authorizing City staff to submit a grant application to the State of California under the Homekey+ program in the amount of $10.6 million. Approval of this resolution will ensure that the City remains eligible to compete for these critical funds, which, if awarded, would significantly expand the City’s ability to create and sustain housing solutions for individuals and families experiencing homelessness.
