Subject:Increase to the Purchase Order with Talimar Systems, Inc. for Additional City Hall Interior Furnishings and Workstations for the New City Hall Project (CIP Project No. Z20006)
Recommendation
Approve and authorize the City Manager to increase the Purchase Order with Talimar Systems, Inc. for additional City Hall interior furnishings and workstations by an amount not to exceed $299,610.93 for a total cost of $1,061,975.62 plus 10% contingency for uncertainties and adjustments.
Background
Progress on the new City Hall continues to move forward, with construction advancing on schedule and an anticipated opening in early 2026. As the project nears completion, City staff have begun detailed planning for the building's interior components, including the selection of finishes and furnishings, and the layout of staff and public areas, to ensure a functional and welcoming environment.
On July 22, 2025, the City Council approved a purchase order with Talimar Systems, Inc. for the first phase of office furniture for the new City Hall. This initial phase included core workspace furnishings necessary to support the transition of City operations into the new facility upon completion.
Discussion
Amendment No. 1 to the purchase order with Talimar Systems, Inc. expands the original scope of work to include additional workstations and office areas within the new City Hall, addressing the City’s growing workforce and operational needs.
Talimar Amendment No. 1
The amendment also enhances public amenities throughout the building. These additions include increased storage capacity for departmental use, additional public seating within the main and upper-level lobbies, and new furnishings for the fourth-floor plaza. Together, these improvements will help ensure the new City Hall is functional, efficient, and welcoming for both staff and the public.
Fiscal Impact
Funding costs are included in the Fiscal Year 2025-26 – 2028-29 Capital Improvement Plan (CIP) budget, CIP Project #Z20006.
