REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Shannon Buckley, Assistant City Manager
Date:October 28, 2025
SubjectChange Order No. 1 to Public Works’ Construction Agreement with Edmondson Construction Company for the Site Grading of the New City Library (CIP Project No. Z20036)
Recommendation
Approve and authorize the City Manager to execute Change Order No.1 to the Public Works Construction Agreement with Edmondson Construction Company in an amount not to exceed $230,000.00 for the site grading of the New City Library (CIP Project No. Z20006) in such final form as approved by the City Attorney.

Background
On February 11, 2025, the City Council awarded a public works construction agreement to Edmondson Construction Co, for the preliminary site grading of the new City Library (CIP Project #Z20036). The preliminary site grading was needed to obtain additional geotechnical information on the high-water table and soil composition relative to the liquefaction zone so the appropriate engineering could be made with minimal design assumptions.

Discussion
The building site is located in a liquefaction zone. Because of the liquefaction zone below, careful consideration for existing geotechnical conditions and specialized engineering solutions are required. The use of Tensar TXF Fabric (geogrid mat) and multiple layers of base material, as outlined below, helps to stabilize the soil and mitigate the risks associated with liquefaction.

Additional geotechnical investigations are essential to assess soil behavior during seismic events, guiding the design of foundations and site preparation to ensure the safety and longevity of the new construction. The initial site grading preparation was completed, and a competent building pad was obtained at 5 feet below the final grade elevation. Based on these geotechnical results, the finish grading and compaction of the site were designed, and therefore, the estimate to complete the grade was discernible.

In this construction change order, the key elements will include the following items:
Pad Stabilization
Tensar TXF Fabric (geogrid mat), 3 Layers
1' of CL II Base, Between 2 Layers of Tensar
Payment & Performance Bonds
Misc T&M Grading, as Required for Grading
As this final grade progresses, additional geotechnical reading and analysis will further define the prevailing condition of the building pad. Upon completion of grading, the site will be certified and ready to receive new construction, underground utilities, and final site preparation for the new building, including concrete footings and slab.

Fiscal Impact
Funding costs are included in the Fiscal Year 2025-26 – 2029-30 Capital Improvement Plan (CIP) budget, CIP Project No. Z200036.
