Subject:Agreement with Trout Electric for the Installation and Replacement of Electric Vehicle (EV) Chargers at Multiple City Locations (CIP Project No.
Z10103)
Recommendation
Approve and authorize the City Manager to execute a Contractor Services Agreement with Trout Electric for $130,338.00 in such final form as approved by the City Attorney and authorize the City Manager to execute change orders not to exceed a 10% contingency of $13,033.00 for uncertainties and adjustments.
Background
The City of Lake Elsinore remains committed to promoting sustainability and enhancing its infrastructure to benefit residents, visitors, and local businesses. As more people adopt electric vehicles, the need for accessible and reliable EV charging stations has increased considerably.
To meet these needs, staff have identified four locations for new and replacement EV charger installations.
Discussion
The proposed scope of work includes both new installations and the replacement of outdated equipment to improve service quality and accessibility:
Gediman Square Parking Lot $92,800
New Installation of EV chargers to accommodate increased downtown traffic and support local businesses.
Lake Community Center $30,532
Trout Electric Agreement
New Installation chargers will provide convenient access for residents and visitors attending community programs and events.
City Hall Parking Lot $7,006
Replacement Installation upgrading existing EV chargers to newer, more efficient models to better serve employees and visitors.
City staff received 2 proposals for the installation and replacement of EV chargers at multiple locations. The amounts of each proposal are listed below:
Name of Company Amount
Trout Electric $130,338.00
Lancet Contracting, Inc. $169,104.00
Cotter Construction, Inc. Non-Responsive
These upgrades support the City’s goals to improve public amenities, lower carbon emissions, and promote the shift to clean transportation. The installations will also boost economic activity by drawing EV users to key locations across the city.
Fiscal Impact
This project is budgeted in the City’s Fiscal Year 25-26 Capital Improvement Plan (CIP PRoject #Z10103). It is mostly funded with Energy Efficiency and Conservation Block Grant Funds ($125,030). City Funds will be used to cover the remaining amount.
