REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:David Mann, Acting City Attorney
Date:November 18, 2025
Subject:Purchase of Vacant Real Property for Potential Long-Term Replacement Site for the Anchor Crisis Stabilization Housing Complex or Other Similar Use Related to City’s Homeless Housing Initiative (APN 377-313-013 & 377-320-004)
Recommendation
Approve the purchase of approximately 3.02 acres of vacant property (APN 377-313-013 & 377- 320-004) for $1,050,000, plus closing costs, as a potential long-term replacement site for the Anchor Crisis Stabilization Housing Complex or other similar use in support of the City’s homeless housing initiative, approve City Manager’s execution of the Vacant Land Purchase Agreement and Joint Escrow Instructions and further authorize the City Manager to execute such other ancillary documents as may be necessary to complete the purchase, in such final form as approved by the City Attorney.

Background
The property consists of approximately 3.02 acres in the vicinity of Pottery Street and Rupard Street. An aerial map showing the property is below. The property offers a strategic opportunity for the City to relocate the Anchor and, further, to expand its homeless services. Zoned R2 and R3, the property supports the density needed to accommodate both Phase One and Phase Two of the City’s homeless housing initiative.

Discussion
This property was the subject of a Closed Session discussion on July 22, 2025. Following the Closed Session, the City Manager engaged in negotiations with the owner. The purchase price is $1,050,000 which is significantly below a prior listing price of $1,950,000 which presumed a more intense use.
