Subject:Riverpark Mitigation Bank Agreement for Sale of Credits for the Temescal Canyon Road Bridge Replacement Project
Recommendation
Approve and authorize the City Manager to execute an Agreement for Sale of Credits in a total amount of $1,692,435.30 in such final form as approved by the City Attorney.
Background
The City has completed the final design and specifications and is finalizing the Right-of-Way certifications for the Temescal Canyon Road Bridge Replacement project, which involves replacing the existing bridge over Temescal Creek. Currently, the City’s Consultant, HDR Engineering Inc. (HDR), is providing professional services to complete the final design, permitting, and acquire mitigation credits for the project. As part of the project’s environmental mitigation measures, the project is required to mitigate 1.76 acres off-site for permanent impacts.
The professional services agreement with HDR Engineering, Inc. was approved by the City Council on October 9, 2018, to complete the final Plans, Specifications, and Estimate (PS&E) package and provide environmental support to process the regulatory agency permits and right of way that are required before construction of the Temescal Canyon Road bridge.
Discussion
The Temescal Canyon Road Bridge Replacement project has been authorized to purchase 1.76 wetland re-establishment Waters of the United States credits at the Riverpark Mitigation Bank.
After some time on the waitlist, the Riverpark Mitigation Bank credits have become available, and the City has an opportunity to purchase the newly available mitigation credits. The purchase of mitigation credits will be necessary for the project, which would allow the project to move forward when construction funding is available.
