NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City Council of the City of Lake Elsinore, California, will hold a Public Hearing on December 9, 2025, at the Lake Elsinore Cultural Center, 183 North Main Street, Lake Elsinore, California, 92530, at 7:00 p.m., or as soon thereafter as the matter may be heard, to consider the following:
Planning Application No. 2016-112 (Kassab Travel Center Carwash): The proposed project is an appeal of the October 21, 2025 Planning Commission decision to deny Commercial Design Review (CDR) No. 2021-21 and Conditional Use Permit (CUP) No. 2021-16. The CDR and CUP is a proposal to modify the previous approval for the Kassab Travel Center to replace the 2,543 square-foot drive-through restaurant with a new 3,600 square-foot express carwash facility with vacuum stalls. The CDR is for the design of new carwash building and CUP is to allow a carwash use in the Commercial Manufacturing (C-M) zoning district. No other changes to the previously approved uses are part of the modification request, including the gasoline station and convenience store. The project is located on an existing 2.39-acre site near the southwest corner of Riverside Drive and Collier Avenue and includes Assessor Parcel Numbers 378-030-007 and 378-030-009.
Pursuant to CEQA Guidelines Section 15164, the City proposes to adopt Addendum No. 1 to the Mitigated Negative Declaration (ER 2018-02; SCH #2019029048) for the project on the basis that none of the conditions described in CEQA Guidelines Sections 15162 or 15163 calling for the preparation of a subsequent or supplemental Mitigated Negative Declaration have occurred.
