REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Shannon Buckley, Assistant City Manager
Date:December 9, 2025
Subject:Purchase Order for Core Technology Infrastructure for the New City Hall (CIP Project No. Z20006)
Recommendation
Approve and authorize the City Manager to execute a purchase order with Nth Generation in an amount not to exceed $429,176.99 for Core Technology Infrastructure for the New City Hall (CIP Project No. Z20006).

Background
Much of the City’s information technology that the public and staff rely on for the day-to-day operations of the City is facilitated via “private cloud” infrastructure located at City Hall and managed by the City’s IT staff. The physical hardware that this “private cloud” is currently hosted on has reached end of life and needs to be replaced. The construction and subsequent move to the new City Hall provide a unique opportunity to migrate the City’s software and data to a new, more modern hardware stack.

Furthermore, trends related to cybersecurity and the need to secure the City’s data against emerging threats necessitate that the City assume a more proactive posture when it comes to protecting the City’s information against attack by malicious actors. To this end, and to ensure that the City can continue to provide the level of service that its residents and partners deserve, City staff have proposed that new information technology hardware be procured and installed at the new City Hall.

Discussion
The expected scope of work includes the procurement of new servers and supporting equipment, along with services needed to install the hardware and migrate the City’s data from its current “private cloud” to a new one. The proposed solution consists of the following components:

1. Servers – Configured in a node-based “hyperconverged” infrastructure that allows for scalability and redundancy that can rapidly respond to changing business and operating conditions.

2. Data Security – Utilizing technology to maintain “air gapped” back-ups of all City data to prevent it from being compromised by a malicious actor.

3. Connectivity – Supporting infrastructure to connect the hardware within the City’s IT facilities.

4. Support Services – Third-party provided services to stand up the environment and migrate the data from the City’s current infrastructure to the new one, along with ongoing technical support and maintenance.

Contractor Selection & Qualifications
Nth Generation is recommended as a single-source provider due to their long-standing role as the City’s primary data-center integrator and their in-depth knowledge of the City’s existing private-cloud environment. They designed and currently support the infrastructure being replaced, giving them an unmatched understanding of system configurations, dependencies, and security requirements.

Their direct familiarity enables a seamless, low-risk migration to the new hyperconverged MDF environment without the extensive discovery or re-engineering another vendor would require. Nth Generation also brings strong qualifications, including decades of data-center experience, certified engineering staff, and proven performance in secure, enterprise-level deployments.

For these reasons—system familiarity, reduced risk, and specialized expertise—Nth Generation is the only practical and responsible choice as a single-source provider for this project.

Timeline & Implementation
The project is expected to be completed within two to four weeks of City approvals and coordinated with the opening of the new City Hall.
Work Schedule: All activities will be performed during standard operating hours, as the environment is being deployed in a new facility and will not impact current City operations. Implementation Phases:
oHardware Delivery & Staging – Servers, storage, and supporting equipment are received, inventoried, and pre-staged.
oRack Installation & Power/Connectivity Setup – Equipment is mounted, cabled, and connected to the new MDF infrastructure.
oSystem Build & Configuration – Hyperconverged environment is deployed, virtual infrastructure configured, and security policies applied. oData Migration & Validation – Workloads are moved from the existing private-cloud environment, followed by integrity checks and performance testing. oCutover & Final Optimization – Systems are brought online, failover processes verified, and final adjustments completed.
