REPORT TO CITY COUNCIL
To:Honorable Mayor and Members of the City Council
From:Jason Simpson, City Manager
Prepared by:Shannon Buckley, Assistant City Manager
Date:December 9, 2025
Subject:Award of a Public Works Construction Agreement to Andy’s Glass Company for the Design, Purchase and Installation of the Fire Glass Wall and Glass Railing Systems in the New City Hall Project (CIP Project No.

Z20006)
Recommendation
Approve and authorize the City Manager to execute a Public Works Construction Agreement with Andy’s Glass Company in an amount not to exceed $759,061.00, for the design, purchase, and installation of the fire glass wall and glass railing systems for the new City Hall Project in such final form as approved by the City Attorney: authorize the City Manager to execute change orders not exceeding a 10% contingency amount of $75,906.10; and authorize the City Clerk to record the Notice of Completion once work is completed.

Background
The objective of this report is to present a detailed summary regarding the planned design, procurement, and installation of fire-rated glass walls and protective glass railings in the new City Hall facility. While Cal State Fire Protection has already finalized the design and installation of the building’s fire suppression system under a separate contract, it is now essential—based on the current construction plan—to move forward with the design, acquisition, and installation of the fire glass walls and safety railing systems. These specialized safety features represent a significant investment and demand careful coordination with several construction components that must be established prior to finalizing the glass design, procurement, and installation.

Discussion
Several critical factors will be central to the planned design, procurement, and installation of fire- rated glass walls and protective safety glass railing.

Building Layout and Usage
The specific configuration of offices, meeting rooms, and public spaces within the City Hall will directly influence the placement and dimensions of both the fire glass walls and glass railings.

Careful assessment is required to ensure these systems provide adequate protection and accessibility, while also enhancing the functionality and aesthetics of each area.

Compliance with Safety Standards
All fire glass installations must strictly adhere to relevant national and local safety codes, such as the NFPA and IBC. This ensures that the glass walls and railings meet rigorous fire-resistance criteria and contribute to the overall safety of the building’s occupants.

Integration with all Building Systems
The fire glass walls, and safety railings must be seamlessly coordinated with other building systems, including fire suppression, alarms, HVAC, and security. This integration is essential to ensure that the glass installations do not impede emergency response functions and that all systems operate harmoniously in the event of a fire or other emergencies.

The procedure for designing, purchasing, and installing the fire-rated glass walls and protective glass railings requires a series of crucial steps, each demanding thorough coordination with all primary building systems such as HVAC, communications, monitoring, and emergency power.

These various systems must operate in harmony to effectively detect, contain, and extinguish fires, making it vital that the integration is seamless. Consequently, the entire undertaking must follow a clearly defined scope of work that is compatible with the facility’s existing structural features and determines the project’s critical path.

To establish this critical path with accuracy, three contractors were asked to perform multiple site visits, where they assessed current construction elements—including framing, room layouts, and patterns of use. At this point, relying solely on standard construction documents does not provide the detailed information needed to properly design, acquire, and install these safety features. Therefore, proceeding with the traditional competitive bidding process for designing, procuring, and installing the glass systems is not in the City’s best interest. Instead, the findings from these onsite evaluations are instrumental in defining the project’s critical path and guaranteeing that all safety standards are satisfied.

Three separate contractors were asked to conduct evaluations and submit proposals for the design, procurement, and installation of the fire-rated glass wall and protective glass railing systems. Each contractor presented a proposal with comparable scope and pricing. Below represents the proposal submittals:

Contractor Fire Glass Safety Glass Railing Total Amount Public Works Construction Agreement to Andy’s Glass Company for the New City Hall Project (CIP Project #Z20006).

Page 4 of 3 ends

Andy's Glass $520,900.00 $238,161.00 $759,061.00
Double Play Glass $525,000.00 $245,000.00 $770,000.00
SAS $894,465.00
The majority of the project’s expenditure is dedicated to glass purchase, which accounts for nearly 80% of the total estimated cost. In addition, the installation process demands a level of expertise that is valuable within industry. Due to this specialized nature and the intricate requirements, there is a heightened risk of confusion or miscommunication between parties, which could result in unsatisfactory outcomes or products that do not fully meet expectations.

Wavier of Competitive Bidding Procedures
Pursuant to Section 3.08.070(G) of the Municipal Code, the City Council has the discretion to waive the competitive bidding requirement that would otherwise be utilized for this purchase. In conclusion, the fire-rated glass walls and protective glass railing systems represent sophisticated and complex components within the facility—ideally, it will never need to be tested. Given the numerous factors outlined in the staff report, along with the specialized technical demands involved in both designing and installing the system, it is in the City’s best interest to exercise the exception to the standard bidding process as permitted by Section 3.08.070(G) of the Municipal Code. This approach ensures that a single contractor is responsible for the design, procurement, and installation phases of the project. And that the contractor has completely vetted all of the details and requirements to provide the material and perform the work at the highest level.

Fiscal Impact
Funding costs are included in the Fiscal Year 24/25 – 28/29 Capital Improvement Plan (CIP) budget, CIP Project #Z20006.
