Subject: Environmental Mitigation Strategies – Galvez Property Recommendation
Receive a presentation regarding mitigation strategies, including an overview of the regulatory framework governing the mitigation process, alternative mitigation strategies, the biological values of the Galvez Property, the proposed mitigation model and examples of similar mitigation programs.
Background
Many development projects in the City of Lake Elsinore require special permits from the U.S.
Army Corps of Engineers, California Department of Fish & Wildlife, the Santa Ana Regional Water Quality Control Board and other federal, state and regional resource agencies to mitigate project environmental impacts not covered by the MSHCP. Consistency with the MSHCP can also trigger additional mitigation requirements.
Discussion
The City Council has been in negotiations to acquire approximately 44.6 acres commonly referred to as the “Galvez Property” to serve as mitigation acreage to offset such environmental impacts.
The purpose of the Study Session is to receive a presentation by the property owners discussing an overview of the regulatory framework governing the mitigation process, alternative mitigation strategies, the biological values of the Galvez Property, the proposed mitigation model and examples of similar mitigation programs.
Environmental Mitigation Strategies
A question-and-answer period open to City Councilmembers and members of the public will follow the presentation.
At the conclusion of the Study Session, the City Council will recess into Closed Session to discuss price and terms of payment.
Fiscal Impact
Fiscal impact is unknown at this time as negotiations regarding price and terms of payment are ongoing.
