The Special Meeting of the City Council was called to order at 2:00 p.m.

5. BUSINESS ITEMS
5.1 Environmental Mitigation Strategies – Galvez Property
Receive a presentation regarding mitigation strategies, including an overview of the regulatory framework governing the mitigation process, alternative mitigation strategies, the biological values of the Galvez Property, the proposed mitigation model, and examples of similar mitigation programs.
Ryan Thomason and Shawn Gatchel-Hernandez presented the staff report.

The Lake Elsinore City Council adjourned at 4:08 p.m. to the next Regular meeting on Tuesday, August 11, 2026, in the Cultural Center located at 183 N. Main Street. Closed Session will commence at 5:00 p.m. or such later time as noticed on the Agenda, and the regular Open Session business meeting will commence at 7:00 p.m.
