CITY COUNCIL AGENDA REPORT
MEETING DATE: 2/1/2022
DEPARTMENT: City Manager
SUBJECT:
EMERGENCY MANAGEMENT PRESENTATION
RECOMMENDED ACTION:
Receive and file the presentation.
EXECUTIVE SUMMARY:
Emergency Management is a specialized service, defined by state and federal guidelines and requirements. It is crucial element of local government management, and has proved vital with the increased wildland fires throughout California and the COVID-19 pandemic. On October 5, 2021, the City entered into a Professional Consultant Services Agreement (“Agreement”) with Jacob Green & Associates (“JGA”) for emergency management consulting and the associated training for City Council Members and staff. The Agreement includes up to four one-hour trainings for the City Council.
JGA will be providing a comprehensive emergency management presentation for City Council. The objective for this presentation is to provide a comprehensive understanding of the City's planned response to disasters, the interconnection to other levels of government, state and national disaster mandates and the elected official's role in preparedness, response, and recovery. Topics will include National Incident Management System (“NIMS”) training, Standard Emergency Management System (“SEMS”) training, the City’s Emergency Operational Plan (“EOP”), the City’s Emergency Operations Center (“EOC”), public messaging, and elected official roles and responsibilities.
