CITY COUNCIL AGENDA REPORT
MEETING DATE: 1/17/2023
DEPARTMENT: City Clerk
SUBJECT:

MEMBERSHIP IN ASSOCIATION OF CALIFORNIA CITIES, ORANGE COUNTY RECOMMENDED ACTION(S):

Exercise City Council discretion.

EXECUTIVE SUMMARY:

During the November 1, 2022, City Council meeting, Council Member Voigts received consensus to consider rejoining the Association of California Cities, Orange County ("ACC-OC"). The City of Lake Forest was a member of the ACC- OC beginning in 2011. Shortly after the onset of the COVID-19 pandemic, the City Council voted not to renew its membership as a cost savings measure.

Since that time, individual City Council Members have attended ACC-OC events and programs on an ad hoc basis paying a non-Member registration rate.

The ACC-OC represents Orange County cities on regional public policy issues.

Its membership consists of Orange County cities, special districts, businesses, non-profits, and higher education institutions. Currently, 21 of the 34 Orange County cities are members of ACC-OC.

ACC-OC is governed by a Board of Directors and operates as a 501c3. The organization was established in 2011 under the philosophy that Orange County cities needed to have a collaborative voice on policy issues impacting the community. ACC-OC is organized into five policy committees including Energy, Environment and Water Committee, Homelessness Issues and Solutions Committee, Coalition for Residential Recovery Reform Committee, Local Government and Finance Committee and the Economic Development Committee.

ACC-OC also hosts a Legislative and Regulatory Committee that reviews, analyzes and makes recommendations on regional, state and federal legislation and regulatory matters. Voting members of the committee are appointed by the ACC-OC Board of Directors and serve a two-year term that runs concurrent with the California State Legislative calendar.

In 2022, ACC-OC hosted events throughout the year including a Summer Soiree in August, an annual leadership conference in September and business meeting with reception in November. ACC-OC also holds lunch and learn events, site visits and other networking events throughout the year. Elected officials and City staff of non-member cities are welcome to attend these events. However, the registration fee is higher for admission to these events than the registration fee for member cities.

Tonight, staff seeks direction from the City Council on whether to rejoin ACC-OC.

ACC-OC members may participate in deliberations over policy positions the group takes, receive alerts regarding proposed State-level policies that could impact Orange County, and network with leaders from other communities. Non- members may attend ACC-OC events provided reservations and admission costs for the event are paid. Participation at individual ACC-OC events may be arranged and paid for on an as-needed basis. The cost of annual membership is $17,000.

Inasmuch as this item was placed on the agenda by the City Council, any additional direction is at its sole discretion.

CITY COUNCIL AGENDA REPORT
MEETING DATE: 1/17/2023
DEPARTMENT: City Clerk
SUBJECT:

CONSIDER A CONTRIBUTION TO WREATHS ACROSS AMERICA
RECOMMENDED ACTION(S):

Exercise City Council discretion.

EXECUTIVE SUMMARY:

During the December 20, 2022, City Council, Council Member Pequeño received consensus for the City Council to consider becoming a sponsor for Wreaths Across America. Council Member Pequeño shared that he was the keynote speaker for a wreath laying service at El Toro Memorial Park on December 17, 2022, organized by Wreaths Across America.

Established in 2016, Wreaths Across America is a non-profit organization founded by Morrill Worcester in Harrington, Maine. Mr. Worcester is the owner of Worcester Wreath Company. In 1992, nearing the end of the holiday season, he found himself with a surplus of balsam holiday wreaths. Mr. Worcester decided to honor our country’s veterans. With the assistance of Maine State Senator Olympia Stowe, arrangements were made for the wreaths to be placed at gravesites at Arlington National Cemetery in Virginia in the older sections of the cemetery that had been receiving fewer visitors with each passing year. Along with fellow veterans and volunteers, Mr. Worcester has expanded the program to over 3,700 different locations across the United States. The mission of the Wreaths Across America is to remember our fallen U.S. veterans by honoring those who serve, and to teach our children the value of freedom. This year’s National Wreaths Across America Day is Saturday, December 16, 2023. The theme is “Serve and Succeed” emphasizing the importance of service and the positivity of kindness.

There are several ways to become a Wreaths Across America sponsor.

1. Donations can be made to sponsor one, two, five or ten wreaths. The cost for a single wreath is $15.00 with no price break for multiple wreaths.

2. Wreath and/or monetary donations can be made to Wreaths Across America and earmarked for specific cemetery. El Toro Memorial Park in Lake Forest is one of the participating cemeteries.

3. Share the Wreaths Across America mission and experience by joining the conversation on social media via Facebook, Twitter and Instagram.

Funds for sponsorship have not been included in the City’s adopted FY 22/23 budget. Staff recommends City Council exercise discretion and direct staff with next steps.
