Item: 10
272

In 2019, the City Council selected Mr. Vladimir A. Anderson to serve as the City’s appointed Trustee for a term expiring on January 1, 2024. Mr. Anderson recently notified the City that his employment prevents him from completing the remainder of his term on the Board of Trustees. To fill this vacancy, the City Council may appoint a member of the City Council to serve the remainder of the term or direct staff to advertise a notice of the appointment to the community.

Qualifications for the City’s representative to the Board of Trustees include: each Trustee appointed by the city council shall be a voter in that city in accordance with Health & Safety Code section 2022; and, persons appointed shall have experience, training and education in fields that will assist in the governance of the District as provided in Health & Safety Code section 2022. City Council Members act as Trustees for 24 of the 34 cities in the District.

Pursuant to Fair Political Practices Commission (“FPPC”) Regulation 18705.5 (Materiality Standard: Economic Interest in Personal Finances), public officials may participate in a City Council vote that would result in him or her serving in a position that provides compensation in the form of stipends, reimbursement, or direct payment of $250 or more in any 12-month period. Following the appointment, the City is required to post on its website FPPC Form 806, identifying: each appointed position receiving compensation in excess of $250 per 12-month period; the salary or stipend for each appointed position; the name of the public official appointed to the position; the name of any public official appointed as an alternate; and, the term of the appointment. In the same manner as the City Council Appointments list, Form 806 will be finalized, formatted, and posted with the name of the City’s appointee to the Vector Control District.

Staff recommends the City Council either appoint a current City Council Member to the Board of Trustees for the District and approve the attached FPPC Form 806 or direct the City Clerk to advertise a notice of the appointment opportunity to the public.

FISCAL IMPACT:

There is minimal fiscal impact associated with the recommended action.
