CITY COUNCIL AGENDA REPORT
MEETING DATE: 7/18/2023
DEPARTMENT: City Manager
SUBJECT:

EMERGENCY MANAGEMENT PRESENTATION
RECOMMENDED ACTION(S):

Receive and file the presentation.

EXECUTIVE SUMMARY:

Emergency Management is a specialized service, defined by state and federal guidelines and requirements. It is a crucial element of local government management and has proved vital with the increased wildland fires throughout California and the COVID-19 pandemic. On October 5, 2021, the City entered into a Professional Consultant Services Agreement (“Agreement”) with Jacob Green & Associates (”JGA”) for emergency management consulting and the associated training for City Council members and staff. The Agreement includes up to four one-hour trainings for the City Council.

On February 1, 2022, JGA provided an emergency management presentation to the City Council. Topics included National Incident Management System (“NIMS”) training, Standard Emergency Management System (“SEMS”) training, the City’s Emergency Operational Plan (“EOP”), the City’s Emergency Operations Center (“EOC”), public messaging, and elected official roles and responsibilities.

Tonight, JGA will deliver a critical communication training presentation for the City Council. Topics will include City Council responsibilities, effective public communication strategies, collaboration with response agencies, and other essential best practices.
