November 14, 2023 JOINT COMMISSION WORKSHOP
SPECIAL MEETING AGENDA
CITY COUNCIL AGENDA REPORT
MEETING DATE: 11/14/2023
DEPARTMENT: City Clerk
SUBJECT:
JOINT COMMISSION TRAINING
RECOMMENDED ACTION(S):
Participate in Joint Commission Training.
EXECUTIVE SUMMARY:
Commissions are advisory bodies that play an important role in City governance and serve as primary conduits between citizens, the City Council, and City staff. This Joint Commission Training will provide a review of the basic protocols that apply to all long- standing City Commissions, such as open meetings laws commonly known as the Ralph M. Brown Act, and the role of Commission members in strategic planning.
This training is especially timely due to recent updates to the Brown Act, including SB 1100, which Governor Newsom signed into law in 2022. This new law codifies long- standing case law regarding the City’s authority to take certain actions to maintain order during Brown Act meetings. SB 1100 aims to protect the public and public officials from threats and ensure that public access is not impeded by disruptive behavior.
Staff recommends that Commission members participate in this Joint Commission Training conducted by Best, Best & Krieger.
FISCAL IMPACT:
There is minimal fiscal impact associated with the recommended action.
