INTRODUCTION (continued)
At this time, all four (4) intersections are uncontrolled T -intersections, as shown by the red circles below.

WARRANT GUIDELINES
As is common practice with many municipal agencies, the City of Lake Forest follows State guidelines for determining if traffic control devices should be considered for placement or installation. As such, the prevailing source used for this evaluation is the State of California Manual of Uniform Traffic Control Devices ( California MUTCD ).

The California MUTCD contains minimum guidelines regarding pedestrian and vehicular traffic volumes, as well as speeds, as the criteria to satisfy the requirements, in this case, for recommending the placement of an Adult Crossing Guard.

The California MUTCD contains Support criteria that states: “…and at least 40 school pedestrians for each of any two hours (no t necessarily consecutive) daily use the crossing while going to or from school.” The California MUTCD also contains Option criteria for placement of an Adult Crossing Guard a s specified for the following three pedestrian crossing/vehicle conditions:

WARRANT GUIDELINES (continued)
1) At uncontrolled crossings where there is no alternate controlled crossing within 600 feet; and
a. In urban areas where the vehicular traffic volume exceeds 350 during each of any two hours (not necessarily consecutive) in which 40 or more school pedestrians cross daily while going to or from school, or b. In rural areas where the vehicular traffic volume exceeds 300 du ring each of any two hours (not necessarily consecutive) in which 30 or more school pedestrians cross daily while going to or from school.

Whenever the critical (85 th percentile) approach speed exceeds 40 mph, the guidelines for rural areas should be applied (instead of the urban area guidelines). 2) At stop-sign controlled crossing:
a. Where the vehicular traffic volumes on undivided highways of four or more lanes excee ds 500 vehicles per hour during any period when the school pedestrians are going to or from school.
3) At traffic signal-controlled crossings:
a. When the number of vehicular turning movements through the school crosswalk exceeds 300 vehicles per hour while the school pedestrians are going to or from school; or
b. Where justified through analysis of the operations or the intersection.

The California MUTCD guidelines are included in the Appendix.

If any one of the above warrant guideline criteria is met, placement of an Adult Crossing Guard should be considered. If the criteria are not met, the n the placement of an Adult Crossing Guard is typically not recommended, unless there are extenuating circumstances or superseding conditions , such as intersection geometrics, collision history, or vehicle compositions that require adult supervision of school-age children crossing a street.

WARRANT EVALUATION
School Schedule
The Oxford Preparatory Academy consists of an Elementary School fo r Kindergarten and Grades 1 -5 and a Middle School for Grades 6 -8. The student entrance to the Elementary School is on Loumont Drive; and the student entrance to the Middle School is on Dune Mear Road. The following summarizes the school hours based on th e grade level. It should be noted that for some students at the Middle School, the school day ends at 4 pm. However, the vast majority of the students end the school day at 3:00 pm.

Kindergarten: 8:30 am to 2:25 pm
Grades 1-5: 8:30 am to 2:45 pm
Grades 6-8 8:15 am to 3:00 pm
The Bell Schedules are included in the Appendix.

Vehicle, Pedestrian, and Bicycle Traffic Volumes
One-day, peak-hour, vehicular, pedestrian, and bicycle traffic counts were conducted on Wednesday, November 29 , 202 3 at the four (4) analysis intersections during the following time periods:

Morning Drop-Off: 7:15 am to 8:45 am
Afternoon Pick-Up: 2:15 pm to 3:45 pm
The highest conflicting vehicular traffic volumes , along with the school pedestrians/ bicyclists crossing volumes per hour, are shown on Pages 5 and 6 in Summary Tables 1 through 4. It should be noted that conflicting traffic is defined as vehicular traffic that passes through a school crosswalk (marked or unmarked). It is important to note that all (4) analysis intersections have ‘uncontrolled’ crosswalks (unmarked or marked) at this time.

Extenuating Circumstances or Conditions
Collision History
Although the California MUTCD does not include collisions, or accidents, that occur at an intersection as criteria for Adult Crossing Guard placement, it is HCI’s opinion that there are types of collisions that may just ify adult supervision of school -age pedestrian crossings. Examples include:
 Incidences of rear-end type collisions caused by children darting into the street.  Incidences of children being struck by vehicles while in or near a crosswalk.  Incidences of speed -related collisions in or at the approaches to an analysis intersection.

Therefore, it is HCI’s practice to review and evaluate collision history in conjunction with Adult Crossing Guard placement evaluations.

WARRANT EVALUATION (continued)
Extenuating Circumstances or Conditions (cont’d)
To facilitate this review, the latest available collision raw data for the City of Lake Forest was gathered from the State of California Highway Patrol (CHP) Statewide Integrated Traffic Records System ( i-SWITRS). More specifically, a comprehensive 5-year traffic collision history summary report was prepared for each analysis intersection and reviewed for collisions involving or related to school-age pedestrians or pedestrian - related activities. The SWITRS intersection reports are included in the Appendix.

As shown in the intersection reports , there ha ve been zero (0) reported collision s at all four intersections during the past five (5) years of available SWITRS collision data . As such, a pattern is not established for recurring vehicular versus pedestrian/bicyclist collisions in the past (5) years for any of the analysis location crossings.

Intersection Geometrics
Per our field-review, there were no roadway geometry design issues, sight restrictions, or construction conditions that may impact school -age (or any) pedestrian crossings at each of the four analysis intersections.

Traffic Composition
As the school facility is surrounded by a single -family residential neighborhood, there were no significant commercial vehicle activities observed, or anticipated, at each of the four analysis intersections.

Vehicle Speeds
These four intersections, and their intersecting roadways, do not have a posted speed limit. All of the intersecting roadways are considered local residential roadways; therefore, a prima facie speed limit for local residential streets of 25 MPH is applicable and do not require posting . Observations during our field visit confirmed that drivers/vehicles were not regularly exceeding this local speed limit at/near each of the four intersections.

WARRANT APPLICATION
In conclusion, the study findin gs are applied below to the California MUTCD guidelines for the placement of an Adult Crossing Guard at each of the study intersections. As shown in Summary Table 5 below, the initial assessment was made to determine if the intersection had more than 40 school pedestrians per hour for each of any two (2) hours (not necessarily consecutive). As shown in Summary Table 5, the intersection of Blackfoot Drive at Loumont Drive was the only one that had more than 40 school pedestrians for each of any two (2) hours to warrant an adult crossing guard.

2. Blackfoot Drive at Loumont Drive 68 / 132 / Yes

3. Blackfoot Drive at Dune Mear Road 4 / 15 / No

4. Calle Tres Lomas at Dune Mear Road 6 /47 / No
Only Intersection #2 satisfied the peak-hour criteria for the amount of school pedestrians crossing.

For the three (3) intersections that did not meet the initial assessment above, the following summary table is based on the additional support criteria, which takes into account the conflicting vehicles. It should be noted that the school pedestrians and conflicting vehicle criteria varies based on the type of traffic control used at the intersection.

As shown in Summary Table 6 below, the remaining three (3) intersections did not meet the additional support criteria to warrant an adult crossing guard.

4. Calle Tres Lomas at Dune Mear Road 53 (YES) 72 (NO)
These intersections did not satisfy both the school pedestrians and vehicular volumes criteria.

FINDINGS & RECOMMENDATIONS
In overall consideration of the analysis findings, only the intersection of Blackfoot Drive at Loumont Drive met warrants for an adult crossing guard. The o ther three (3) intersections did not satisfy the additional support criteria for an adult crossing guard based on school pedestrian volumes and the conflicting vehicular volumes through the crosswalks.

Additionally, there were no extenuating circumstances or conditions found during our field review that would otherwise justify Adult Crossing Guard place ment at the other three (3) intersections.

In order to better assign right -of-way at these four (4) T-intersections, it is recommended to install a posted STOP sign, limit line, and STOP pavement marking on the minor leg.  Intersection #1 – Blackfoot Drive at Costa Bella Drive (for NB Blackfoot Drive)  Intersection #2 – Blackfoot Drive at Loumont Drive (for WB Loumont Drive)  Intersection #3 – Blackfoot Drive at Dune Mear Road (for SB Blackfoot Drive)  Intersection #4 – Calle Tres Lomas at Dune Mear Road (for NB Calle Tres Lomas) Crossing Guard Analysis for Oxford Preparatory Academy in the City of Lake Forest, CA Hartzog & Crabill, Inc. Page 10 April 24, 2024
FINDINGS & RECOMMENDATIONS (continued)
Lastly, due to satisfying one of the two hours with at least 40 school-age pedestrians, in order to better serve the higher concentrations of school pedestrians crossing at an uncontrolled crossing , it is recommended to install a high -visibility marked yellow crosswalk with applicable signing/markings conforming to the CA MUTCD guidelines for a School Crossing found in the Appendix, as follows:
 Intersection #1 – Blackfoot Drive at Costa Bella Drive (across East Leg)  Intersection #4 – Calle Tres Lomas at Dune Mear Road (across West Leg)

Part 7 – Traffic Control for School Areas

Page 1287 ends

CHAPTER 7D. CROSSING SUPERVISION

Section 7D.01 Types of Crossing Supervision
Support:
01 There are three types of school crossing supervision:

A. Adult control of pedestrians and vehicles by adult crossing guards, B. Adult control of pedestrians and vehicles by uniformed law enforcement officers, and C. Student and/or parent control of only pedestrians with student and/or parent patrols. 02 Information regarding the organization, administration, and operation of a school safety patrol program is contained in the “AAA School Safety Patrol Operations Manual” (see Section 1A.11).

Section 7D.02 Adult Crossing Guards
Option:
01 Adult crossing guards may be used to provide gaps in traffic at school crossings where an engineering study has shown that adequate gaps need to be created (see Section 7A.03), and where authorized by law. 02 Adult Crossing Guards may be assigned at designated school crossings to assist school pedestrians at specified hours when going to or from school. The following suggested policy for their assignment applies only to crossings.

Guidance:
03 An Adult Crossing Guard should be considered when:

A. Special situations make it necessary to assist elementary school pedestrians in crossing the street.

B. A change in the school crossing location is being made, but prevailing conditions require school crossing supervision until the change is constructed and it is not reasonable to install another form of traffic control or technique for this period.

Criteria for Adult Crossing Guards
Support:
04 Adult Crossing Guards normally are assigned where official supervision of school pedestrians is desirable while they cross a public highway, and at least 40 school pedestrians for each of any two hours (not necessarily consecutive) daily use the crossing while going to or from school.

Option:
05 Adult crossing guards may be used under the following conditions:

1. At uncontrolled crossings where there is no alternate controlled crossing within 600 feet; and a. In urban areas where the vehicular traffic volume exceeds 350 during each of any two hours (not necessarily consecutive) in which 40 or more school pedestrians cross daily while going to or from school; or b. In rural areas where the vehicular traffic volume exceeds 300 during each of any two hours (not necessarily consecutive) in which 30 or more school pedestrians cross daily while going to or from school.

Whenever the critical (85th percentile) approach speed exceeds 40 mph, the guidelines for rural areas should be applied.

2. At stop sign-controlled crossing:

Where the vehicular traffic volumes on undivided highways of four or more lanes exceeds 500 per hour during any period when the school pedestrians are going to or from school.

3. At traffic signal-controlled crossings:
a. Where the number of vehicular turning movements through the school crosswalk exceeds 300 per hour while school pedestrians are going to or from school; or
b. Where justified through analysis of the operations of the intersection.

Legal Authority and Program Funding for Adult Crossing Guards Option:
06 Cities and counties may designate local law enforcement agencies, the governing board of any school district or a county superintendent of schools to recruit and assign adult crossing guards to intersections that meet approved guidelines for adult supervision.
